Illegal refugees are illegal. Will immigration to Canada make a big difference?

Canada Federation 12 Priority Projects:

9. Cancel the "labor market impact assessment" fee that nationals need to pay when hiring caregivers;

10. When international students apply for naturalization, the number of years of study in Canada is required to be halved;
