(D) There are too many local matching funds, and it is difficult to put them in place.
Most places reflect that due to the limited financial resources of cities and counties, it is difficult to fully implement the matching funds of some projects, and there is a phenomenon of book matching. Because of the low standards, many forest farmers are reluctant to sign contracts with the forestry department for the protection of public welfare forests.
