Several Provisions on Handling Certificates of Returned Overseas Students
In order to further standardize the application of overseas students in China (hereinafter referred to as overseas students) and issue the Certificate of Overseas Students (hereinafter referred to as the Certificate of Overseas Students), these Provisions are formulated.
Article 1 Scope of Use of Return Certificate According to the relevant regulations, overseas students are required to show their return certificate when they go through the formalities of certification, job hunting and entrepreneurship, sending to settle down, purchasing tax-free items, applying for research start-up funds, etc.
Article 2 The competent department issuing the certificate of return to China and its territorial area.
The Education Office of the German Embassy is responsible for ten states: Berlin, Brandenburg, Saxony-anhalt, Saxony, Thuringia, Lithuania-Netherlands, Meiqian, Lower Saxony, Hamburg and Bremen. The Education Section of the Frankfurt Consulate General is responsible for five states: North Rhine-Westphalia, Hesse, lafayette, Bafang and Saarland. The Education Department of the Consulate General in Munich is responsible for Bavaria.
Article 3 Scope of Applicants for Return Certificate All China students who have studied, studied or engaged in scientific research in German universities for more than 6 months (inclusive) on the list published by German scientific research institutions and China Ministry of Education's foreign regulatory information network/index.php/default/index/sort12018 can apply for return certificate.
Article 4 The materials required for applying for the certificate of returning to China 1. Registration form for international students (generated and printed under the online registration system of the education department /reg/ applicant himself). If the applicant did not register online when he came to Germany, he can make up the registration);
2. Draft return certificate (see annex, printed by the applicant);
3. A copy of the first page of the passport;
4. The original registration certificate (Immatrikuensscheiningung) and the copy of cancellation certificate (Immatrikulationsbescheinigung) of German universities in any semester; Unregistered visiting scholars, postdoctoral fellows, etc. , training certificates signed by German professors and heads of research institutions must be provided (starting and ending time and identity must be indicated);
5. Copy of degree certificate (Urkunde) and transcript (Zeugnis) stamped and confirmed by German university examination management department (Prü fungsamt) or notarized by German notary department;
6. A self-addressed envelope clearly indicating the name, address and postage of the recipient.
Article 5 Time and procedure for applying for a certificate of return to Germany 1. In principle, the applicant will send the application materials listed in Article 4 to the Education Department (Section) of the Embassy (Consulate) in Germany by ordinary mail about two months before returning to China. Please mark "Certificate of Returning to China" on the envelope. Please refer to attachment 1 for the mailing address.
2. If the application materials meet the requirements, a certificate of returning to China shall be issued and sent within 15 working days.
3. Applicants can check the processing status under the online registration system of the Education Department /reg/ applicants themselves.
Article 6 The certificate of return to China can only be issued once. After returning home, the original status of going abroad will be changed, and those who come to Germany again will not be subject to this restriction. You don't need to apply for a return certificate for short-term vacation or visiting relatives.
Article 7 These Provisions shall come into force as of the date of promulgation. In the past, if the provisions on the application for issuing the certificate of return to China are inconsistent with these provisions, these provisions shall prevail.
