Why does Belarus prohibit women from going abroad?

Legal analysis: The local government is worried that girls going abroad will lead to population loss, and naturally prohibits local women from going abroad and emigrating. The legal basis is: Article 1 paragraph 1. 13 of the Law of Belarus on State Foreign Trade Administration (promulgated in 2004), which is allowed for any Belarusian law, international law and foreign law that non-Belarusian enterprises engage in in in Belarus or Belarusian enterprises engage in abroad.
