The ending of the movie Elysium?

The first hero is "brain dead" and cannot be repaired. The villain's brain is fine and can be repaired (dialogue). Citizenship authorization changes the population from "illegal immigrants" to "legal citizens". "New citizens need medical assistance" refers to people on earth, which means that people on earth also belong to legal citizens. As for getting rid of the former president, there is no such plot!
