On July 1 day, the customs duty officer issued a ticket to a famous male star. The reason is that avocados (avocados), bananas and other fruits that have not been declared to the customs were found in his carry-on luggage.

Many people don't understand. Didn't they just bring some fruit through customs? Why was it confiscated or even fined? Are there any fruits that can be brought into customs? If these fruits are declared for quarantine, can they be exempted from fines?

Let's look at it one by one.

First, not only avocados and bananas, but also any fruits!

Teacher Shangguan Fazhi said that in fact, the customs has clear regulations, but to sum up, almost "no animals and plants can be brought in" without quarantine.

There is no General Administration of Quality Supervision, Inspection and Quarantine of the Ministry of Agriculture 17 12 in the announcement, which clearly stipulates that it is forbidden to bring or mail the following items into the country:

I. Animals and animal products

Live animals (except dogs and cats) include all mammals, birds, fish, amphibians, reptiles, insects and other invertebrates, as well as animal genetic material.

(two) raw (or cooked) meat (including organs) and its products; Aquatic animal products.

(3) Animal-derived milk and dairy products, including raw milk, fresh milk, yogurt, animal-derived cream, butter, cheese and other dairy products.

(4) Eggs and their products, including fresh eggs, preserved eggs, salted eggs, egg liquid, eggshells, mayonnaise and other egg products.

(5) Bird's nest (except canned bird's nest).

(six) oil, skin, hair, hoof, bone, horn and its products.

(7) Animal-derived feeds (including single feeds such as meat meal, bone meal, fish meal, whey powder and blood meal), animal-derived Chinese herbal medicines and animal-derived fertilizers.

Two. Plants and plant products

(8) Fresh fruits and vegetables.

(9) Tobacco leaves (excluding cut tobacco).

(ten) seeds (seedlings), seedlings and other plant materials with reproductive capacity.

(1 1) organic culture medium.

Three. Other categories

(twelve) strains, viruses and other animal and plant pathogens, pests and other harmful organisms, cells, organs and tissues, blood and its products and other biological materials.

(thirteen) animal carcasses, animal specimens and animal-derived wastes.

(14) soil

(fifteen) genetically modified biological materials.

(sixteen) other animals and plants, animal and plant products and other quarantine objects prohibited by the state from entering the country.

Note: 1. Animals and plants, animal and plant products and other quarantine objects brought or mailed into the country are not subject to this list if they are approved by the relevant administrative departments of the state and have quarantine certificates issued by the official institutions of the exporting countries or regions.

2. Dogs, cats and other pets with animal quarantine certificates and vaccination certificates issued by official institutions of exporting countries or regions are limited to one per person.

As you can see, this scope is actually wider than living animals and plants, including animal and plant products and other quarantine objects, including containers and packages for animals and plants, animal and plant products and other quarantine objects. When an epidemic occurs in a certain place, all vehicles from the epidemic area need to be quarantined.

Therefore, in short, none of the above items can be brought into the country with you. Once found, they will be confiscated. Except for your beloved cats and dogs, you still need entry quarantine. In addition, if it is necessary to introduce prohibited items for special purposes such as scientific research, an application must be submitted in advance and approved by the state animal and plant quarantine organ. However, the procedures and formalities of declaration and quarantine are very complicated, and it is difficult for ordinary individuals to handle them.

Second, is it necessary to be so "vigilant"?

Looking at these regulations alone, some people may think that the customs has made a mountain out of a molehill, but we solemnly tell you here that this kind of vigilance is very necessary!

We often say the word "global village". Nowadays, with the development of transportation, the flow of population has become more convenient than ever. Once these animals, plants and soil without quarantine carry animal infectious diseases, parasitic diseases, plant dangerous sexually transmitted diseases, insects, weeds or other harmful organisms, it will pose a great threat to agriculture, forestry, animal husbandry, fishery production and human health.

There is no evidence in words. Looking back, we learned such a painful lesson.

1. The "Bactrocera dorsalis" hidden in citrus leaves you with no fruit to eat.

Bactrocera dorsalis is the number one killer among the "four killers" of fruits, and it is an important quarantine pest that harms tropical and subtropical fruits. Many countries and regions in the world have listed it as the quarantine object, which is extremely harmful.

19 1 1 year, Bactrocera dorsalis was first discovered in a citrus orchard in the suburb of Taipei, Taiwan Province Province, China. There was no Bactrocera dorsalis in China at the earliest, but there was a record about the harm of Bactrocera dorsalis in China in 1937. It can basically be inferred that Bactrocera dorsalis eggs in fruits, with the transportation of citrus fruits, invaded China's mainland. Subsequently, this bug spread rapidly at home and abroad, which had an irreversible impact on fruit and vegetable production and became one of the factors restricting the sustained and stable development of fruit and vegetable production.

2. Fungi make a country's population plummet.

In addition, there is an intruder who is not easy to be detected-microorganism.

Let's take potatoes as an example to understand the harm of microbial invasion. /kloc-In the second half of the 6th century, the Spanish brought potatoes back to Europe. Potatoes have a high yield and contain a lot of carbohydrates. Its planting and promotion in Ireland has been a great success, and it has become the staple food of the people of the whole country, making Ireland reach the peak of history in just 50 years. However, at 1845, the nightmare came. A fungus that can spread among potatoes makes it impossible to harvest potatoes in a large area. The rapid reduction of potato production has plunged the Irish into a seven-year famine, which is called "potato famine in Ireland" in history, directly leading to a sharp decline in the national population. Famine also forced a large number of Irish people to emigrate to the United States to make a living, which profoundly affected the population composition and development of the United States.

Dead wood brings nightmares to pine trees.

Even if you don't carry live animals and plants, carrying a piece of wood will be extremely risky. Because nematodes and harmful microorganisms can survive in it.

Such as pine wood nematode. This nematode, which spread from North America to Japan, broke out in Japan and spread to China through wooden pallet. Since it was discovered in 1980s, it has spread to nearly 20 provinces, causing a fatal blow to pine trees.

It can be seen that if animals, plants and related articles are not quarantined, the risk is very great.

Third, "I don't bring invasive species, can I?"

Someone asked, "The invasive species is terrible, so I don't need to bring it" or "I'll take it first, and ask the customs officers to evaluate whether it is an invasive species when I go through the customs".

Others asked, "I don't bring fruit, can I bring finished fruit stones?"

If you read the regulations carefully, you will find that the answer is still "no". These operations are illegal!

You know, even if you accidentally carry some seed plants, the harm is enormous. For example, Eupatorium adenophorum, which everyone hates now, was probably when people inadvertently brought seeds into China.

After Eupatorium adenophorum was introduced to China from Southeast Asia, its natural enemies and competitors could hardly compete with it because of its strong adaptability and reproductive ability, so it quickly spread to all parts of the country, "wiped out" many native herbs, and caused a great impact on the ecology of China.

It can be said that any goods entering the customs will be risky before they have been evaluated, inspected and quarantined.

4. Tips for everyone to get in and out

Through the above cases, we must realize that the possible invasive species can be cut off and national security can be protected by not bringing animals and plants and their products prohibited by the state into the country.

In addition, there are some items from tourist destinations, such as Daphne bracelets, butterfly specimens, corals, ivory products, tortoiseshell, various conchs, shells, American ginseng, crocodile skin products, etc., many of which belong to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

Finally, I would like to remind you that at present, 100% of the luggage of inbound and outbound passengers has been inspected by X-ray machine, and will be unpacked if necessary. If you are found to be carrying contraband, you will be confiscated, fined and even imprisoned. 20 18 Shanghai promulgated the Administrative Measures for Credit Information Records of Port Travel and Mail Inspection (Trial), and bringing contraband into the country will be classified as "dishonesty" and you will be included in the list of untrustworthy actors.

So, don't take any chances.

The summer vacation is coming, and many parents will take their children abroad. No matter whether they leave the country or enter the country, remember not to bring prohibited items! Have fun!
