The exit-entry administration department of the public security organ shall, after accepting the application for a pass to and from Hong Kong and Macao, issue it within 7 working days; After accepting the application for endorsement separately, it shall be issued within 7 working days. Due to local traffic inconvenience or special circumstances, the issuance time can be extended to 20 working days with the approval of the exit-entry administration department of the provincial public security organ.

The exit-entry administration department of the public security organ shall, in accordance with the relevant provisions of the state on exit-entry administration, issue a pass or endorsement to and from Hong Kong and Macao at the place where the non-resident accounts are located.

Mainland residents urgently need to apply for travel permits and endorsements to and from Hong Kong and Macao for emergency reasons such as funeral, treatment of serious illness, visiting critically ill patients, handling overseas emergencies, leaving the country to attend emergency meetings and negotiations, signing contracts and studying abroad, and loss or damage of documents before leaving the country. The exit-entry administration department of the public security organ shall give priority to examination and approval in accordance with the principle of urgency.
