Permanent establishment:

The Shanghai Cooperation Organization has two permanent bodies, namely, the Secretariat of the Shanghai Cooperation Organization and the Regional Anti-Terrorism Structure of the Shanghai Cooperation Organization. The Secretary-General of the Permanent Body and the Director of the Executive Committee of the Counter-Terrorism Structure are appointed by the Council of Heads of State.
