I. Scope and position of open selection

Second, qualifications.

4. Staff of party and government organs who apply for department-level leadership positions shall hold department-level non-leadership positions, or deputy department-level positions for more than two years, or clerk-level positions for more than five years; Those who apply for deputy-level leadership positions shall hold non-leadership positions at the deputy-level, or hold positions at the clerk level for more than two years (referring to the implementation of state-owned enterprises and institutions).

Those who are still in the probation period and have been elected for less than 2 years cannot participate in this overall public election.

5, professional and technical personnel, apply for leadership positions, should have deputy senior and above professional and technical titles; Those who apply for deputy-level leadership positions shall have intermediate and above professional and technical titles.

6, non-public enterprises, enter oneself for an examination for leadership positions, should be in a medium-sized enterprise as a middle management position for 3 years, or in a small enterprise as a senior management position for 3 years; Those who apply for deputy-level leadership positions should hold middle-level management positions in small enterprises for 3 years. The overall public selection of department-level leading cadres is carried out in "4+2" mode, that is, four methods are used to determine the objects of investigation, including comprehensive quality test, basic ability test, structured interview and resume evaluation, and two methods are used to evaluate the objects of investigation.

The open selection process is divided into five steps:

Step 1: written test

Including comprehensive quality test and basic ability test.
