Several Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting Stable Development of Agriculture and Sustained Increase in Farmers’ Income in 2009

The Third Plenary Session of the 17th Central Committee of the Communist Party of China adopted the overall layout of the cause of socialism with Chinese characteristics and the Starting from the overall situation of the strategy of building a moderately prosperous society in an all-round way, we have drawn a grand blueprint for building a comprehensive moderately prosperous society in our country's rural areas and formulated an action program to promote rural reform and development under the new situation. All regions and departments must conscientiously study and deeply understand the spirit of the plenary session, unswervingly promote the construction of a new socialist countryside, unswervingly follow the path of agricultural modernization with Chinese characteristics, unswervingly accelerate the formation of a new pattern of integrated urban and rural economic and social development, and effectively implement the " The major policies and principles proposed by the Central Committee of the Communist Party of China on Several Major Issues Concerning Promoting Rural Reform and Development have been implemented.

In 2008, all regions and departments conscientiously implemented the decisions and arrangements of the central government, overcame major natural disasters, overcome various difficulties and risks, and continued to maintain good development in agriculture and rural areas. Agricultural production has achieved another bumper harvest, the total grain output has reached a new high, farmers' income has grown rapidly, rural public services have accelerated, and the relationship between the rural party and the masses continues to improve. The good situation in agriculture and rural areas has laid a solid foundation for the party and the country to successfully handle major events and properly deal with difficult situations, and has made significant contributions to maintaining stable and rapid economic development and maintaining social harmony and stability.

At present, the international financial crisis continues to spread and world economic growth has slowed down significantly. The negative impact on our country's economy is increasingly deepening, and the impact on agricultural and rural development continues to appear. 2009 may be the most difficult year for my country's economic development since the new century, and it is also an extremely arduous year to consolidate and develop a good situation in agriculture and rural areas. On the high base of five consecutive years of agricultural production growth, the task of maintaining stable food development is even more arduous; with the general downward trend in domestic and foreign resource product prices, the difficulty of maintaining a reasonable level of agricultural product prices has become more prominent; as the whole society pays close attention to food quality In a safe atmosphere, the requirements to further improve the quality of agricultural products and avoid business risks are more urgent; under the current severe employment situation of migrant workers, the constraints of maintaining rapid growth of farmers' income are more prominent. We must effectively enhance crisis awareness, fully estimate difficulties, seize opportunities, and take decisive measures to resolutely prevent the decline of food production, resolutely prevent farmers' income from wandering, ensure stable agricultural development, and ensure rural social stability.

It is of special significance to do a good job in agricultural and rural work in 2009. To expand domestic demand, the greatest potential lies in rural areas; to achieve stable and rapid economic development, the basic support lies in agriculture; to ensure and improve people's livelihood, the key and difficult problem lies in farmers. The overall requirements for agricultural and rural work in 2009 are: fully implement the spirit of the 17th National Congress of the Communist Party of China, the Third Plenary Session of the 17th Central Committee of the Communist Party of China and the Central Economic Work Conference, hold high the great banner of socialism with Chinese characteristics, and use Deng Xiaoping Theory and the important thought of "Three Represents" As a guide, we must thoroughly implement the Scientific Outlook on Development, take maintaining stable and rapid development of the agricultural and rural economy as the primary task, focus on stabilizing food, increasing income, strengthening the foundation, and focusing on people's livelihood, further strengthen policies to benefit farmers, enhance scientific and technological support, and increase investment, Optimize the industrial structure, promote reform and innovation, do everything possible to ensure national food security and the effective supply of major agricultural products, do everything possible to promote the continued growth of farmers' income, and continue to provide a strong guarantee for the sound and rapid economic and social development.

1. Increase support and protection for agriculture

1. Further increase investment in agriculture and rural areas. To expand domestic demand and implement proactive fiscal policies, "agriculture, rural areas and farmers" should be the focus of investment. Significantly increase the state's investment in rural infrastructure construction and the development of social undertakings, increase the proportion of fixed asset investment in the budget for agriculture and rural areas, and tilt the use of new national debt to "agriculture, rural areas and farmers". Significantly increase the proportion of government land transfer income and new income from farmland occupation tax used in agriculture. After the increase in the farmland occupation tax rate, all new income will be used in agriculture. Land transfer income will focus on supporting agricultural land development and rural infrastructure construction. Significantly increase investment in rural public welfare construction projects in the central and western regions. Since 2009, the state has arranged public welfare construction projects in the central and western regions such as the removal and reinforcement of dangerous reservoirs, ecological construction, rural drinking water safety, and supporting renovation of large and medium-sized irrigation areas. Cancel the funding matching at county level and below. The new part of the urban maintenance and construction tax is mainly used for rural construction planning, rural infrastructure construction and maintenance. Where conditions permit, policy agricultural investment companies and agricultural industry development funds can be established.

2. Agricultural subsidies will be increased significantly. In 2009, we will further increase subsidy funds on the basis of the substantial increase in subsidies in the previous year. Increase direct subsidies to grain farmers. Increase subsidies for improved varieties, raise subsidy standards, achieve full coverage of rice, wheat, corn, and cotton, and expand the scope of subsidies for improved rapeseed and soybean varieties. Increase subsidies for the purchase of agricultural machinery on a large scale, and include agricultural machinery that is advanced, applicable, technologically mature, safe, reliable, energy-saving, environmentally friendly, and well serviced into the subsidy catalog. The scope of subsidies covers all agricultural and animal husbandry counties (fields) across the country, driving the popularization of agricultural machinery and the agricultural machinery industry. develop. Increase comprehensive subsidies for agricultural inputs, improve the dynamic adjustment mechanism of subsidies, strengthen monitoring of agricultural production costs and benefits, and increase subsidies in a timely manner based on the price increase of agricultural inputs and the actual sown area of ??crops. Improve agricultural subsidy methods in accordance with the requirements of clear goals, simplicity and efficiency, and conducive to encouraging food production. Based on the actual situation of new agricultural subsidies, we will gradually increase grain subsidies for large professional households and family farms.

3. Maintain reasonable prices for agricultural products. We should closely track changes in domestic and foreign agricultural product markets, strengthen government regulation in a timely manner, and flexibly use a variety of means to avoid falling prices of agricultural products, prevent low grain prices from hurting farmers, and ensure stable growth in agricultural operating income. In 2009, we will continue to increase the minimum purchase price of grain. Expand the national grain, cotton, edible vegetable oil, and pork reserves. In 2009, all local grain and oil reserves must be implemented according to the prescribed scale. Temporary purchase and storage of major agricultural products shall be initiated in a timely manner, and enterprises shall be encouraged to increase commercial purchase and storage. Strengthen the coordination of "grain transportation from the north to the south" and Xinjiang cotton export, continue to implement relevant freight subsidies and exemption policies, and support enterprises in sales areas to purchase from production areas. Grasp the timing and rhythm of the import and export of major agricultural products, support the export of superior agricultural products, and prevent excessive imports of some varieties from impacting the domestic market.

Guide enterprises to fulfill their social responsibilities, support them in retaining more migrant workers, urge them to pay wages in full and on time, and properly resolve labor disputes. For enterprises that encounter temporary difficulties in production and operation, we will guide them to adopt various measures such as flexible employment, flexible working hours, and on-the-job training to stabilize employment positions. It is necessary to use as many migrant workers as possible in urban and rural infrastructure construction and new public welfare jobs. Guide farmers to participate in the construction of agricultural and rural infrastructure through methods such as work-for-relief. Governments and enterprises in exporting and importing areas must increase investment and carry out large-scale targeted and practical skills training for migrant workers. Where conditions permit, migrant workers who have lost their jobs can be included in the scope of relevant employment policy support. Implement policies to support migrant workers returning home to start their own businesses, and provide support in the areas of loan disbursement, tax exemptions, industrial and commercial registration, and information consultation. The legal land contract rights and interests of returning migrant workers must be protected, and temporary assistance or inclusion in rural subsistence allowances must be provided to returning migrant workers who have no means of livelihood. At the same time, we should fully tap the employment potential within agriculture, expand rural non-agricultural employment space, and encourage farmers to start businesses nearby. It is urgent to formulate pension insurance methods suitable for the characteristics of migrant workers and solve the problem of transfer and continuation of pension insurance relationships across social security coordinating regions. Establish a statistical monitoring system for migrant workers.

25. Promote comprehensive rural reform. In accordance with the requirements of focusing on strengthening social management and public service functions and basically completing the reform tasks by 2012, we will continue to promote the reform of township institutions. Promote the reform of "township finance and county management" and strengthen the supervision of county and township finances over agricultural-related funds. Strive to use about three years to gradually establish a fund guarantee mechanism for the operation of village-level organizations with stable funds, standardized management, and strong guarantees.
