The main responsibilities of Xiangshan County Human Resources and Social Security Bureau
(two) responsible for the preparation of the county's human resources and social security development plan, formulate the personnel system reform plan, labor and social security system reform plan and organize their implementation; Prepare personnel plans of county organs and county-owned institutions, and supervise and inspect the implementation of the plans; Responsible for the statistics of human resources and social security in the county.
(three) comprehensive management of the county's talent development work; Formulate and implement the county-wide talent development strategy, planning and comprehensive policies in conjunction with relevant departments; Responsible for guiding and coordinating the organization and implementation of talent selection, training and introduction projects in this county; Formulate human resources market development plan and talent flow policy.
(four) responsible for promoting employment and entrepreneurship; Formulate plans and policies for coordinating urban and rural employment and entrepreneurship development, and improve the public employment and entrepreneurship service system and assistance system; Take the lead in formulating employment and entrepreneurship policies for college graduates, and be responsible for employment and entrepreneurship guidance and services for graduates; Establish and improve the prediction, early warning, monitoring and analysis system of employment and unemployment, and keep the employment situation stable; Improve the vocational skills qualification system and make overall plans to establish a vocational skills training system for urban and rural workers.
(five) responsible for coordinating the urban and rural social security system; Formulate policies and standards for urban and rural social insurance and its supplementary insurance, and gradually improve the overall level of funds; Formulate the county-wide social insurance relationship continuation policy; In conjunction with relevant departments, formulate management measures and supervision systems for social insurance funds, social insurance county-level transfers and supplementary social insurance funds, and organize the preparation of the draft budget and final accounts of social insurance funds; Organize the implementation of social insurance fund forecast and early warning analysis and formulate countermeasures; Manage social insurance agencies and be responsible for the construction of social insurance service system; Responsible for the review and filing of all kinds of supplementary insurance related contents.
(six) in conjunction with the relevant departments to formulate policies for the distribution of wages and income of personnel in government organs, enterprises and institutions, and establish a mechanism for the normal increase of wages and payment guarantee; To formulate welfare and retirement policies for personnel of organs, enterprises and institutions; To formulate policies for the management of total wages and wage plans of county-owned institutions, and be responsible for the management and audit of personnel and total wages of county-owned institutions; Responsible for the macro-control of enterprise employees' wages.
(seven) in conjunction with the relevant departments to guide the reform of institutions and personnel system in the county; Formulate management policies for public institutions and government staff, and comprehensively manage the employment, assessment, training, rewards and punishments, open recruitment and post setting of public institutions.
(eight) to formulate policies for the management and continuing education of professional and technical personnel; Take the lead in deepening the reform of professional title system, and be responsible for the qualification review and qualification examination of professional and technical personnel; Centralized management of postdoctoral, expert work and overseas students to work in Xiangshan; Formulate incentive policies for training high-skilled talents and rural practical talents.
(nine) to be responsible for the intelligence work of introducing foreign talents in this county, and to formulate the intelligence policy of introducing foreign talents in this county; Responsible for promoting intellectual exchanges and cooperation with foreign talents.
(ten) in conjunction with the relevant departments to formulate policies and plans for the resettlement of demobilized military cadres and organize their implementation; Organize and implement the policies of some enterprises to solve difficulties and stabilize demobilized military cadres; To undertake the management and service of demobilized military cadres who choose their own jobs.
