Highlights of the Government Work Report in 2022

Actively promote equal treatment between Taiwan-funded enterprises and mainland enterprises in the fields of investment and economic cooperation.

1. Enterprises invested by Taiwan Province compatriots in the mainland (hereinafter referred to as "Taiwan-funded enterprises") participate in the "Made in China 2025" action plan and enjoy the same policies as mainland enterprises. Support Taiwanese businessmen to invest in high-end manufacturing, intelligent manufacturing, green manufacturing and other enterprises in the mainland, set up regional headquarters and R&D and design centers, and enjoy relevant support policies such as taxation and investment accordingly.

2. Help and support qualified Taiwan-funded enterprises to enjoy preferential tax policies such as enterprise income tax levied by high-tech enterprises at the reduced rate of 15%, deduction of R&D expenses, and full refund of value-added tax on equipment purchased by R&D centers in Chinese mainland.

3. As independent legal persons, scientific research institutions, institutions of higher learning and enterprises registered in mainland China in Taiwan Province Province can take the lead or participate in the declaration of national key R&D projects and enjoy the same policies as those of scientific research institutions, institutions of higher learning and enterprises in mainland China. Researchers in Taiwan Province Province are employed by independent legal persons registered in mainland China, who can be declared as the person in charge of national key R&D projects (projects) and enjoy the same policies as mainland researchers. For the transformation of intellectual property rights in Taiwan Province Province in the mainland, we can refer to the implementation of the mainland intellectual property incentive policy.

4. Taiwan-funded enterprises can participate in infrastructure construction such as energy, transportation, water conservancy, environmental protection and municipal public works by franchise.

5. Taiwan-funded enterprises can participate in government procurement fairly.

6. Taiwan-funded enterprises can participate in the reform of mixed ownership of state-owned enterprises through joint ventures and mergers and acquisitions.

7. Taiwan-funded enterprises and mainland enterprises are equally applicable to relevant land use policies. Give priority to the supply of land for industrial projects invested by Taiwanese businessmen with intensive land use. When determining the reserve price of land transfer, it can be implemented at no less than 70% of the lowest price standard of industrial land transfer in Chinese mainland.

8. Continue to establish cross-strait industrial cooperation zones in the central and western regions and the northeast region, encourage Taiwan-funded enterprises to transfer to the central and western regions, and participate in the "Belt and Road" construction, domestic demand market and international market. Vigorously promote the construction of Taiwanese investment zones and cross-strait environmental protection industry cooperation demonstration bases.

9. Taiwan-funded agricultural enterprises can enjoy the same agricultural support policies and preferential measures as mainland agricultural enterprises, such as agricultural machinery purchase subsidies and key leading enterprises in industrialization.

10. Financial institutions and businesses in Taiwan Province Province can cooperate with China UnionPay and mainland non-bank payment institutions according to laws and regulations to provide convenient micro-payment services for compatriots in Taiwan Province Province.

1 1. Credit reporting agencies in Taiwan Province Province can cooperate with credit reporting agencies in mainland China to provide credit reporting services for compatriots and enterprises on both sides of the strait.

12. Taiwan-funded banks can cooperate with their mainland counterparts to provide financial services to the real economy through syndicated loans.

We will gradually provide Taiwan Province compatriots with the same treatment as mainland compatriots in studying, starting a business, finding employment and living in the mainland.

13. Compatriots in Taiwan Province Province can register for the 53 professional and technical personnel vocational qualification examination and the 8/kloc-0 professional qualification examination (attached is the national vocational qualification examination catalogue open to residents in Taiwan Province Province, and the specific practice measures shall be formulated separately by the relevant departments).

14. Professionals in Taiwan Province Province can apply to participate in the national "Thousand Talents Program". Professionals from Taiwan Province Province who work in the mainland can apply to participate in the national "Ten Thousand Talents Program".

15. Compatriots in Taiwan Province Province can apply for various fund projects such as the National Natural Science Foundation, the National Social Science Foundation, the National Science Foundation for Distinguished Young Scholars, and the National Art Foundation. Specific measures shall be formulated by the relevant competent departments.

16. Encourage compatriots in Taiwan Province Province to participate in the Chinese classic reading project, the cultural heritage protection project and the intangible cultural heritage inheritance and development project. Support cultural and artistic groups and people in Taiwan Province Province to participate in overseas brand activities such as Perception of China, China Cultural Year (Festival) and Happy Spring Festival, and participate in the "Chinese Culture Going Out" plan. Eligible cross-strait cultural projects can be included in the project resource library of overseas China Cultural Center.

17. Support the nomination of China Charity Award, Plum Blossom Award, Golden Eagle Award and other awards covering the fields of economy, science and technology, culture and society in Taiwan Province Province. Taiwan Province compatriots working in the mainland can participate in the selection of local model workers, "May 1st" labor medals, technical experts, "March 8th" red flag bearers and other honorary titles.

18. People from Taiwan Province Province can participate in the production of mainland radio and television programs, movies and TV dramas without any quantitative restrictions.

19. Mainland film distribution agencies, radio and television stations, audio-visual websites and cable television networks shall not limit the number of films and TV series produced in Taiwan Province Province.

20. Relax the restrictions on the co-production of cross-strait movies and TV series in terms of the proportion of creators, mainland elements and investment ratio; Cancel the filing fee for cross-strait film co-production projects; Shorten the time limit for the approval of story outlines in the co-production stage of cross-strait TV dramas.

2 1. Establish a green channel for book import business in Taiwan Province Province and simplify the import approval process. At the same time, books imported from Taiwan Province Province in the same period can be given priority in handling relevant procedures.

22 to encourage compatriots in Taiwan Province Province to join the mainland's economic, scientific, cultural, artistic and professional associations and participate in related activities.

23. Support and encourage educational, cultural and scientific research institutions on both sides of the strait to carry out research and application of China's achievements in the fields of culture, history and nationality.

Twenty-four institutions engaged in cross-strait non-governmental exchanges in Taiwan Province Province can apply for cross-strait exchange fund projects.

25 to encourage compatriots in Taiwan Province Province and related organizations to participate in the mainland's poverty alleviation, education, public welfare, community building and other grassroots work.

26. Students from Taiwan Province Province who are studying for a degree in master of medicine in mainland universities may apply to take the examination in accordance with the relevant provisions of the mainland medical qualification examination registration after one year of postgraduate study.

27. Compatriots in Taiwan Province Province who have obtained mainland doctors' qualification certificates may apply for practice registration in the mainland in accordance with relevant regulations.

28. Eligible doctors in Taiwan Province Province can obtain mainland medical qualifications through assessment. Eligible Taiwanese doctors can apply for short-term medical registration in Chinese mainland in accordance with relevant regulations, and can re-register after the expiration.

29. When applying for securities, futures and fund qualifications in mainland China, Taiwan Province compatriots who have obtained corresponding qualifications in Taiwan Province Province need only pass the mainland laws and regulations examination without taking the professional knowledge examination.

30. Teachers from Taiwan Province Province are encouraged to teach in mainland universities, and their academic achievements in Taiwan Province Province can be included in the job evaluation system.

3 1. In order to facilitate Taiwan Province compatriots to apply for jobs in the mainland, we will promote the upgrading of various personnel websites and online recruitment systems for enterprises, and support the use of Taiwanese certificates to register and log in.
