2. Waiting wages. If the employer fails to arrange work for the employee due to financial difficulties or reaches an agreement with the employee, it may pay the employee a waiting wage or basic living expenses below the minimum wage standard;

3. For personal leave or absence from work, After deduction of days, it can be lower than the minimum wage. If the employee is on personal leave or is absent from work without any reason, the employer can deduct the corresponding number of days' wages, and the wages paid can be lower than the minimum wage; in principle, enterprises with normal production and operation and continuous growth of economic benefits should pay higher than the minimum wage. Standard wages are paid to workers for their labor during legal working hours; if it is really necessary to pay all workers or workers in some positions at the minimum wage standard due to difficulties in production and operation, it should be determined through collective wage consultation or discussed and approved by the workers' congress;

4. Other special circumstances. Some special workers, such as sales staff, may have a monthly income lower than the minimum wage or even zero.
