What unit does the Energy Bureau belong to?

The Energy Bureau belongs to the National Bureau managed by the National Development and Reform Commission, directly under the NDRC. The National Energy Administration was established in 2008. It is a deputy ministerial unit of government functional departments and a public institution directly under the National Development and Reform Commission. The agency consists of nine business divisions: comprehensive, policies and regulations, development planning, energy conservation and scientific and technological equipment, electricity, coal, oil and gas, new and renewable energy and international cooperation. The National Energy Administration has 240 administrators.

12 internal organs of the national energy administration:

(1) General Department.

Responsible for the daily operation of messages, meetings, confidential documents, archives, supervision and investigation, finance, asset management and other organs, undertake the work of government affairs openness, security and confidentiality, letters and visits, statistics, forecasting and early warning in the energy industry, and undertake the comprehensive coordination work of the Office of the National Energy Commission.

(2) Division of Legal System and System Reform.

(5) Division of national power loss.

To formulate plans, plans and policies for the development of thermal power and power grid and organize their implementation, undertake the work related to the reform of power system, and link up the balance between power supply and demand.

(6) Nuclear Power Division.

To formulate nuclear power development plans, plans and policies and organize their implementation, and organize emergency management of nuclear accidents in nuclear power plants.

(7) Ministry of Coal.

To formulate development plans, plans and policies for coal development, coalbed methane and coal processing into clean energy products and organize their implementation, undertake the work related to coal system reform, and coordinate relevant parties to carry out coalbed methane development, eliminate backward coal production capacity, and control and utilization of coal mine gas.

(8) Petroleum and Natural Gas Division (National Petroleum Reserve Office).

To formulate plans, plans and policies for oil and gas development and refining development and organize their implementation, undertake the work related to oil and gas system reform, undertake the management of national oil and gas reserves, and supervise and manage commercial oil and gas reserves.

(ix) New and Renewable Sources of Energy Division.

Guide and coordinate the development of new energy, renewable energy and rural energy, organize the formulation of development plans, plans and policies for renewable energy such as new energy, hydropower and biomass energy, and organize their implementation.

(10) Market Supervision Department.

Organize the formulation of power market development plan and regional power market setting scheme, supervise the operation of power market, supervise transmission, power supply and non-competitive power generation business, handle power market disputes, study and put forward suggestions on electricity price adjustment, supervise and inspect relevant electricity prices and charging standards for various auxiliary services, study and put forward suggestions on universal power service policy and supervise its implementation, and supervise the fair opening of oil and gas pipeline network facilities.

(eleven) electric power safety supervision department.
