Article 1 In order to strengthen the management of pig slaughtering and meat food market, standardize pig slaughtering behavior, establish a normal market order, prevent the spread of epidemic diseases, improve the quality of meat, purify the urban environment, and protect people's health, these measures are formulated in accordance with the Measures for the Administration of Pig Slaughtering in Fujian Province and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to pig slaughtering and fresh meat business in the Special Zone, and all units and individuals engaged in pig slaughtering and fresh meat business must abide by these Measures. Third pig slaughtering and fresh meat business, the implementation of "fixed-point slaughter, centralized quarantine, unified tax payment, control of wholesale, decentralized management" management approach. Article 4 The management of pig slaughtering shall be led by the municipal competent department of non-staple food, with the cooperation of relevant departments such as industry and commerce, taxation, price, environmental protection, animal husbandry and veterinary, health and public security. All pig business units and individuals must concentrate pigs in slaughterhouses with slaughter licenses.

It is strictly forbidden to purchase fresh meat from unlicensed slaughterhouses. Fresh meat sold in this city from other places must have a quarantine certificate issued by the veterinary quarantine department. Without quarantine, listing is prohibited. Article 6 A slaughterhouse must meet the following conditions:

(a) convenient transportation, sufficient water, water quality in line with national drinking water standards, no pollutants around, away from residential areas, public places and water source protection areas;

(two) the site layout is reasonable, the slaughtering process meets the hygiene requirements, and cross-contamination is not allowed;

(3) Slaughterhouse shall be equipped with operating frame, waiting room, slaughter room, emergency slaughter room and sick animal treatment room, and equipped with harmless treatment equipment for dirt and sewage;

(4) Employees must receive professional training and obtain health certificates issued by health supervision institutions. Article 7 A slaughterhouse that meets the requirements of Article 6 shall, after obtaining the hygiene license issued by the health department and the veterinary license issued by the agricultural department, apply to the municipal competent department of non-staple food, obtain the slaughter license after approval, and then apply for a business license from the industrial and commercial department on the basis of this license. Eighth designated slaughterhouses in the special zone shall be designated by the municipal competent department of non-staple food, and other slaughterhouses shall be phased out. Article 9 For designated slaughterhouses approved for operation, the competent department of non-staple food, industry and commerce, price, taxation, environmental protection, public security, health and epidemic prevention, animal husbandry and veterinary departments shall send personnel to manage them, and the competent department of non-staple food shall take the lead in setting up on-site supervision and management institutions. Article 10 Pigs slaughtered in designated slaughterhouses shall be inspected before and after slaughter by the veterinary quarantine officers stationed by the animal husbandry and veterinary departments in accordance with the relevant provisions of the National Regulations on Animal Epidemic Prevention and the Trial Rules for Meat Hygiene Inspection. After passing the inspection, the carcass is stamped with the seal of "Veterinary Inspection", and the quarantine certificate of livestock and poultry products is issued, and it will be listed after unified payment of taxes and fees. Slaughterhouse self-inspection is strictly prohibited. Eleventh designated slaughterhouses shall not slaughter, process dead pigs, poisoned pigs or unknown causes, and shall not process irrigated pork. Doping is strictly prohibited. Dead pigs should be treated harmlessly under the supervision of veterinary quarantine personnel. Twelfth designated slaughterhouses must consciously accept the supervision of the health department and the environmental protection department, keep the environment inside and outside the slaughterhouse clean and tidy, so as not to land (pig's head, pig's foot, pig's body and internal organs), and prevent waste water and dirt from polluting the environment. Thirteenth designated slaughterhouses must improve and perfect various service functions, and provide customers with trading places, transportation, communication equipment, slaughtering, processing, accommodation, settlement, security and information services. Fourteenth designated slaughterhouses can charge processing fees, utilities, firewood fees, etc. And charge inspection fees. All expenses are paid in a lump sum in the venue, and the fee standard is reported to the price department for approval by the competent department of non-staple food. Fifteenth on-site supervision and management institutions in conjunction with the price department announced the wholesale price of all grades of fresh meat every day, the transaction price of each wholesale unit shall not be higher than the published price. According to the published wholesale price, the bazaars shall implement the measures for the administration of retail maximum price announced by the price department. Sixteenth tax authorities enter the site to collect the slaughter tax, and may also entrust the slaughterhouse to collect it. Entrusted to collect the handling fee payable. Seventeenth all fresh meat wholesale units in the special zone must be listed in the designated slaughterhouse, and wholesale transactions in different places are strictly prohibited.

The original slaughterhouse that was revoked may be changed into a fresh meat wholesale unit upon approval. Eighteenth fresh meat wholesale units in the special zone shall carry out industrial and commercial and tax registration, improve the purchase and sale account books, and pay taxes according to law. The daily slaughter amount of fresh meat wholesale units shall not be less than 50 heads. If the original slaughterhouse that has been revoked is approved to be changed into a fresh meat wholesale unit, the conditions may be appropriately relaxed within a certain period of time. Article 19 The fresh meat wholesale unit shall report the number of live pigs supplied to the retail meat stall the next day to the designated slaughterhouse every day, and the wholesale unit will drive the live pigs into the waiting room for slaughter on time, and the slaughtered fresh meat will be sent to the retail meat stall by each fresh meat wholesale unit. Twentieth state-owned fresh meat wholesale units to play the role of the main channel of the market, timely according to the changes in supply and demand, resource throughput, price control, stabilize the market. Twenty-first all retail meat stalls must issue quarantine certificates and tax payment certificates issued by the tax authorities, otherwise they will be treated as unauthorized slaughter and tax evasion. Twenty-second any of the following circumstances, shall be punished by the administrative department for Industry and commerce:

(a) in violation of the second paragraph of Article 5, each head shall be fined 100 yuan, and each head shall be fined in 200 yuan;

(two) slaughter pigs without a license, confiscate the slaughtering equipment, ban the slaughterhouse, and impose a fine of more than 2000 yuan in 500 yuan.
