Decree No.86 of the Ministry of Construction of People's Republic of China (PRC) "Standard Provisions on the Scope and Scale of Construction Project Supervision"

Article 1 In order to determine the specific scope and scale standards of construction projects that must be supervised and standardize construction.

Engineering supervision activities are formulated according to the Regulations on Quality Management of Construction Projects.

Article 2 The following construction projects must be supervised:

(1) National key construction projects;

(2) Large and medium-sized public utility projects;

(3) Development and construction of residential district projects;

(4) Projects using loans or aid funds from foreign governments or international organizations;

(five) other projects that the state must supervise.

Article 3 National key construction projects refer to projects determined according to the Measures for the Administration of National Key Construction Projects.

Key projects that have a significant impact on national economic and social development.

Article 4 Large and medium-sized public utility projects refer to the following projects with a total investment of more than 30 million yuan.

Project:

(a) municipal engineering projects such as water supply, power supply, gas supply and heating;

(two) science and technology, education, culture and other projects;

(three) sports, tourism, business and other projects;

(four) health, social welfare and other projects;

(5) Other public utility projects.

Fifth residential projects developed and constructed in plots, residential buildings with a construction area of more than 50,000 square meters.

The project must be supervised; 50,000 square meters of residential construction projects can be supervised, and the specific scope and regulations can be implemented with reference.

Model standards shall be stipulated by the administrative departments of construction of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.

In order to ensure the quality of housing, high-rise housing and multi-storey housing with complex foundation and structure should be supervised.

Article 6 The scope of projects using loans or aid funds from foreign governments or international organizations includes:

(1) Projects using loan funds from international organizations such as the World Bank and the Asian Development Bank;

(2) Projects using loan funds from foreign governments and their institutions;

(3) Projects that use aid funds from international organizations or foreign governments.

Article 7 Other projects that the state must supervise refer to:

(a) the total investment of the project is more than 30 million yuan, which is related to public interests and public safety.

Infrastructure projects:

(1) coal, petroleum, chemical industry, natural gas, electric power, new energy and other projects;

(2) Railway, highway, pipeline, water transport, civil aviation and other transportation projects;

(three) postal services, telecommunications hubs, communications, information networks and other projects;

(four) flood control, irrigation, drainage, power generation, water diversion (supply), beach management, water resources protection and soil and water conservation.

Holding water conservancy construction projects;

(5) roads, bridges, subway and light rail transportation, sewage discharge and treatment, garbage disposal, underground pipelines,

Urban infrastructure projects such as public parking lots;

(6) Ecological environment protection projects;

(seven) other infrastructure projects.

(2) Schools, theaters and stadiums.

Eighth the State Council construction administrative departments in consultation with the relevant departments of the State Council, can determine the provisions.

It is necessary to adjust the specific scope and scale standard of supervision construction projects.

Article 9 The administrative department of construction in the State Council shall be responsible for the interpretation of these Provisions.

Article 10 These Provisions shall come into force as of the date of promulgation.
