Measures for the implementation of living allowance for newly introduced doctoral talents in Shenzhen
Article 1 These Measures are formulated in accordance with the Regulations of Shenzhen Special Economic Zone on Talent Work and other relevant provisions in order to do a good job in the living allowance for newly introduced doctoral talents.
Article 2 These Measures shall apply to the application, examination, distribution, supervision and management of the living allowance for newly introduced doctoral talents in this Municipality.
Article 3 The newly introduced doctoral talents as mentioned in these Measures refer to fresh graduates with doctoral degrees, on-the-job talents and returned overseas students (hereinafter referred to as newly introduced domestic doctoral talents) first introduced by the human resources departments of cities and districts (including the New District and Qianhai Cooperation Zone) in September of/kloc-0, as well as Hong Kong, Macao and Taiwan and foreign talents with doctoral degrees who have been employed in Shenzhen for the first time.
The newly introduced doctoral talents should be under the age of 35, and the age calculation shall be based on the introduction time. Among them, the introduction time of newly introduced doctoral talents in China is based on the date of issuance of the first introduction review document. The introduction of audit documents refers to the letter of introduction of fresh graduates, the administrative letter of introduction of overseas students, the notice of on-the-job talent recruitment, the notice of recruiting postdoctoral personnel for the record, and the notice of receiving postdoctoral personnel for the record The introduction time of newly introduced overseas doctoral talents is based on the date when social insurance is paid for the first time through the work unit in Shenzhen.
Article 4 The municipal human resources security department shall be responsible for the acceptance, examination, issuance and supervision of the application for living allowance for newly introduced doctoral talents.
The Municipal Personnel Public Service Center (hereinafter referred to as the Municipal Personnel Center) is specifically responsible for the review and issuance of the living allowance for newly introduced doctoral talents.
The municipal human resources and social security department is responsible for incorporating the newly introduced living allowance funds for doctoral talents into the annual departmental budget and final accounts of the Municipal Personnel Center, and reporting them to the municipal finance department for review; City Talent Center is responsible for allocating funds in accordance with the relevant provisions of centralized treasury payment.
Article 5 The municipal finance department shall be responsible for auditing the budget and final accounts of the newly introduced living allowance funds for doctoral talents by the municipal human resources and social security department, and issue the fund indicators after being examined and approved by the Municipal People's Congress.
Article 6 The standard of living allowance for newly introduced doctoral talents is 100000 yuan/person.
Article 7 The living allowance for newly introduced doctoral talents shall be applied to the municipal human resources security department by the unit where the newly introduced doctoral talents work. Issued by the municipal human resources and social security department twice. The first payment is 30% of the subsidy standard, and the second payment is 70% of the subsidy standard.
Article 8 The conditions for applying for living allowance for newly introduced doctoral talents are as follows:
(1) Newly introduced doctoral talents in China:
1. Obtain Shenzhen household registration.
2. Have a doctorate.
3. Work full-time in Shenzhen at the time of initial application, and pay social insurance through the work unit in this city for more than 3 months after introduction (excluding overdue payment, the same below).
4. When applying for renewal of insurance, he still has Shenzhen household registration, works full-time in Shenzhen, and continuously pays social insurance 12 months through his work unit in this city from the date of initial application.
Education, introduction status and other conditions shall be subject to the information approved at the time of handling the introduction procedures.
(2) Newly introduced overseas doctoral talents:
1. has one of the following identities:
(1) Hong Kong and Macao permanent residents. Hong Kong and Macao residents' permanent identity cards and Hong Kong and Macao residents' passes to and from the Mainland shall prevail.
(2) Mainland residents who have settled in Hong Kong and Macao (mainland household registration has been cancelled). Hong Kong and Macao resident identity cards and Hong Kong and Macao residents' passes to and from the Mainland shall prevail.
(3) Residents of Taiwan Province Province. Mainland travel permit for taiwan residents shall prevail.
(4) Persons of foreign nationality. Passport or foreigner's permanent residence permit shall prevail.
The identity information of the applicant shall be consistent with the identity information used to declare and pay personal income tax and social insurance. Where an applicant uses multiple different identity information for tax registration and social insurance payment, he shall file a tax declaration in the tax department, change or merge the information in the social security department, and submit other identity information certificates.
2. Have a doctorate (degree). Among them, those who apply for a foreign degree must obtain a foreign doctoral degree recognized by China, which shall be subject to the degree certificates issued by the Study Abroad Service Center of the Ministry of Education in Hong Kong and Macao Special Administrative Regions, the degree certificates in Taiwan Province Province or the foreign degree certificates; To apply for domestic academic qualifications, the academic qualifications recorded in the "Electronic Registration Form for Academic Certificates of the Ministry of Education" published on the academic qualifications inquiry website of the Ministry of Education shall prevail.
3. I worked full-time in Shenzhen at the time of initial application, and paid social insurance through my work unit in this city for more than 3 months after introduction.
4. He is still working full-time in Shenzhen when applying for renewal of insurance, and has paid social insurance 12 months continuously through his work unit in this city since the date of initial application.
Social insurance refers to five types of social insurance paid by newly introduced doctoral talents through their work units according to law (except for special circumstances allowed by social security policies).
Article 9 The application, examination and payment of living allowance for newly introduced doctoral talents shall be handled in the following ways:
(1) application.
1. Initial application. Newly introduced domestic doctoral talents should fill in their personal information within 12 months from the date of approval of the introduction, make a written commitment and submit it to their units for review. Newly introduced overseas doctoral talents should pay social insurance for the first time through their work units in this city. After reviewing the applicant's information and making a written commitment, the employer shall apply for subsidy to the municipal human resources security department within 12 months from the date of the introduction of newly introduced doctoral talents.
2. Update the application. After the first subsidy fund is issued, if the applicant meets the conditions for renewal of insurance and the work unit is the same as the first applicant, there is no need to apply for renewal of insurance, and the system will automatically initiate an application. Where the applicant's unit is inconsistent with the original applicant, the applicant's unit shall apply for renewal through the system within 3 months of meeting the renewal conditions, and the application still meets the renewal conditions stipulated in Article 8 of these Measures.
Failing to apply within the prescribed time limit, it shall be deemed that the applicant voluntarily gave up the qualification to enjoy the living allowance.
After the applicant's unit applies, it can cancel the subsidy application before the end of publicity. After publicity, the subsidy application shall not be revoked.
(2) review. The audit of living allowance is divided into initial audit and follow-up audit. Through the system docking various government information sharing platforms, the applicant's household registration, social security payment, introduction time and other information will be automatically compared, and the municipal human resources and social security department will complete the subsidy audit within 20 working days according to the comparison results and the conditions stipulated in these Measures. If the audit fails, the system will inform the reason for the failure.
If the application fails to pass the preliminary examination, but it is still within the validity period of the application, you can apply for the initial application again. If the applicant does not meet the conditions for renewal of insurance in Article 8 of these Provisions, the review of renewal of insurance shall be terminated and no living allowance shall be applied again.
(3) publicity and distribution. Ministry of Human Resources and Social Security will publicize the newly introduced doctoral talents approved by the examination on the website of this department for 5 working days in the next month. After publicity, if there is no objection or objection is not established, the municipal human resources security department will include the applicant in the list of subsidies, and allocate the living allowance to the bank account of the applicant's unit in accordance with the requirements of centralized payment by the state treasury. Within 20 working days after the end of publicity, the municipal human resources and social security department shall handle the issuance procedures. The employing unit shall pay the living allowance funds to the applicant's bank account within 30 days from the date of receipt.
If the applicant's unit fails to issue subsidies due to inaccurate account information, it will be included in the next payment cycle after correcting the information.
Tenth in any of the following circumstances, the applicant shall hold the relevant written materials to the corresponding acceptance department for on-site handling:
(a) have objections to the results of the application for review;
(2) Revoking the application for living allowance;
(three) other issues that need to be dealt with on the spot.
In case of the circumstances specified in Item (1) of the preceding paragraph, the applicant shall handle it within 10 working days from the date of making the examination decision.
Eleventh newly introduced doctoral talents in any of the following circumstances, shall not apply for living allowance:
(a) is the city (including Shenzhen) institutions in the staff;
(two) has received the Shenzhen high-level talent incentive subsidy (including the original overseas high-level talent incentive subsidy);
(three) according to the "Shenzhen postdoctoral funding management measures" (Shenrenshejing [2018] No.20) or the relevant provincial postdoctoral support policies. , postdoctoral living allowance has been received;
(4) According to the Measures of Shenzhen Municipality on the Settlement of Talents (Article 273 of the Order of Shenzhen Municipal People's Government), the new talents have been granted rental subsidies;
(5) According to the Measures for the Implementation of Living Allowances for Newly Introduced Talents in Shenzhen (Shenrenshejing [2016] No.20), newly introduced talents have received living allowances for renting houses;
(six) to receive living allowances in accordance with these measures;
(7) According to the Interim Measures for the Management of Special Funds for Talent Development Support in Shenzhen Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (Shen Qian Hai Gui [2021] No.3), Hong Kong youth living allowance has been received.
Twelfth living allowance applications to implement the applicant and the unit integrity declaration commitment system. The applicant and his unit shall be responsible for the authenticity, completeness, accuracy and legality of the information or materials provided. The unit to which it belongs shall distribute the living allowance funds to the applicant's bank account in accordance with the provisions of these Measures, and those who occupy, misappropriate or intercept the living allowance funds shall be investigated for responsibility according to laws and regulations.
If the applicant and his unit use false information or materials, or defraud the living allowance stipulated in these measures by improper means, their eligibility for applying for subsidies will be cancelled. Those who have received subsidies shall be ordered to return or recover by the municipal human resources and social security department, and the bad records of the applicants and units shall be included in the catalogue of Shenzhen public credit information resources and pushed to the municipal public credit information platform. The applicant and the unit shall not participate in the talent award selection or enjoy the preferential policies and funding of this Municipality within five years. Anyone suspected of committing a crime shall be transferred to judicial organs for handling according to law.
Thirteenth municipal human resources and social security departments of the applicant's eligibility for living allowance, through the system data for automatic comparison; If the applicant's qualification cannot be verified after data comparison, it shall be further verified by means of written verification, on-site verification and supplementary materials of the applicant. The verification time shall not exceed 60 working days, and shall not be included in the audit time limit.
Fourteenth relevant functional departments and their staff do not perform their duties in accordance with the provisions, shall be investigated for administrative responsibility according to law; Anyone suspected of committing a crime shall be transferred to judicial organs for handling according to law.
Fifteenth newly introduced doctoral talents from the date of introduction to our city, one of the following circumstances, not as a full-time job in Shenzhen:
(1) Pay employee social insurance or personal income tax on wages and salaries outside the city (social insurance outside the city shall be subject to the social security list issued by the social security department, and personal income tax on wages and salaries outside the city shall be subject to the personal income tax list issued by the tax department);
(2) The income from receiving remuneration for labor services outside the city is higher than the income from wages and salaries obtained in Shenzhen (subject to the personal income tax list issued by the tax authorities);
(3) Other circumstances in which he does not work full-time in Shenzhen.
Article 16 These Measures shall be implemented as of April 15, 2022, and shall be valid for 5 years.
