1. Improve ideological awareness and deeply understand the significance of managing and utilizing land resources

Currently, our county is in a golden development period, a period of rare opportunities and a period of great leaps and bounds. The pace of development has accelerated significantly, the intensity of investment promotion has continued to increase, construction projects have increased day by day, and the demand for construction land is strong. Therefore, good management and utilization of land resources will help optimize the project investment environment, standardize the land market order, effectively undertake the transfer of industries in the central and eastern regions, and realize economic development. Social transformation and leapfrog development are of great significance. All towns, towns, and departments must improve their ideological understanding, accurately grasp the profound connotation of managing and utilizing land resources, effectively enhance the awareness of "land for projects", insist on ensuring development and protecting resources, innovate working mechanisms, implement preferential policies, and strive to improve The utilization efficiency of land resources provides a more powerful land resource guarantee for promoting scientific development, transformation and leapfrog, catching up and surpassing, and enriching the people and strengthening the county.

2. Scientifically prepare plans to give full play to the utilization efficiency of land resources in key areas

Scientifically prepare annual land use plans and land supply plans, and give full play to the role of planning in industrial agglomeration, urban construction, We will play a leading role in the protection of cultivated land and ecological protection, and make full use of the policy of focusing on the management of the Shiyang River Basin and reducing the area of ??farmland irrigation water distribution. 3. Strict project review and gradually improve the screening mechanism for project entry indicator control

5. Improve urban planning and manage all types of construction land in urban planning areas in accordance with the law

7. Increase supervision and strive to create a supervision system that manages the effective use of land resources

(3) Increase the cleanup and disposal of idle land. For projects that have not started construction for more than six months, interview the project owners, supervise the construction, and collect idle land fees in accordance with relevant regulations; for projects that have not started construction for more than one year, If construction does not start, the land transfer fee will be refunded and the land use rights will be recovered; if the land has not been used for two consecutive years, the land use rights will be recovered free of charge. Increase efforts to dispose of idle land, explore existing land utilization space, and promote conservation and intensive use of land. (4) If the investment in fixed assets of the project does not reach the agreed amount and the investment progress does not meet the agreed time limit, the preferential supply of land will be withdrawn, or the land transfer fee will be collected at the market price.

(5) For those who change the use of the project without authorization, the land user shall be ordered to re-approval according to the procedures and pay the land transfer fee and relevant taxes.

(6) Strengthen early warning and supervision of illegal land use. For towns and villages where illegal land use occurs, interview the main person in charge, issue an early warning in advance, and order rectification within a time limit.

8. Strengthen various measures and make every effort to ensure the standardized operation of the management and use of land resources

(1) Clarify work responsibilities.
