It is illegal to charge workers for whatever reason.

The Labor Contract Law clearly stipulates that:

Article 9 The employing unit shall not detain the employee's resident identity card and other documents, and shall not require the employee to provide guarantee or collect property from the employee in other names.

When recruiting, you can say that you will pay back the money after the probation period. Can you also say that you will pay back the money after working for x years, or you can say that you will pay back the money after retirement?

Formal companies will not charge workers for any reason, because it is illegal in itself. For a company with standardized operation, they know the law and the price of breaking the law.
