Article 1 In order to ensure the needs and safety of blood for medical clinical use, protect the health of blood donors and blood users, and carry forward the humanitarian spirit, these Regulations are formulated in accordance with the Blood Donation Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of this Municipality.

Article 2 These Regulations shall apply to voluntary blood donation and related activities within the administrative area of this Municipality.

Article 3 Healthy citizens aged 18 to 55 are encouraged to donate blood voluntarily.

Encourage national staff, active servicemen and college students to take the lead in donating blood.

Encourage foreigners to participate in blood donation activities in this city.

Article 4 People's governments at all levels shall lead the work of blood donation within their respective administrative areas, make unified plans, and be responsible for organizing and coordinating relevant departments to do a good job in blood donation.

Fifth city and county health administrative departments are responsible for the supervision and management of blood donation within their respective administrative areas. Red Cross Societies at all levels shall participate in and promote blood donation according to law.

Blood stations are responsible for the specific implementation of blood collection, storage, separation, inspection and supply.

Sixth people's governments at all levels should take measures to strengthen the publicity of blood donation.

Health administrative departments and medical and health institutions should popularize the scientific knowledge of blood donation.

Education administrative departments and schools should incorporate the scientific knowledge of blood donation into the content of students' health education.

The news media should publicize blood donation for public welfare.

Article 7 State organs, social organizations, institutions of higher learning, enterprises and institutions, residents' committees and villagers' committees shall mobilize and organize school-age citizens in their own units or areas to donate blood.

Article 8 The Municipal People's Government shall formulate an emergency plan for blood collection and supply, and establish an emergency mechanism for blood collection and supply in case of major public emergencies and staged clinical blood shortage.

A blood station shall establish a database of blood donors and a database of rare blood group citizens.

Ninth set up a special fund for blood donation in the capital, and use it in full to develop the cause of blood donation. The main source of special funds for blood donation is:

(a) the government's special investment in blood donation;

(two) the income of the whole blood and the manual separation of the floating part of the supply price in blood component as stipulated by the state;

Article 11 The municipal public health administrative department shall, jointly with the planning administrative department, formulate a plan for setting blood collection points and reasonably set blood collection points.

Public security, urban management and other relevant departments should provide protection for the setting of temporary blood collection points, the passage and parking of blood collection vehicles, blood donation publicity and other activities.

Twelfth citizens to donate blood, the unit should provide convenience, and can give appropriate incentives.

Article 13 If a citizen donates blood, the blood bank may give necessary meal and transportation subsidies according to the actual situation.

Fourteenth blood stations should strictly implement the relevant operating rules and systems of blood collection, and issue blood donation card to blood donors in accordance with the regulations.

When issuing a certificate of unpaid blood donation, the blood station shall inform the spouse, lineal relatives and brothers and sisters of the blood donor that they can be designated as beneficiaries.

Article 15 When citizens use blood for clinical use, they only pay for blood collection, storage, separation and inspection.

Blood donors are exempt from the fees prescribed in the preceding paragraph for clinical use. If the spouse or lineal relative of a unpaid blood donor uses blood for clinical purposes, he can be exempted from the fees specified in the preceding paragraph by twice the total amount of blood donation within five years from the date of the last blood donation of the blood donor, and be exempted from the fees of the same amount of blood donation for life; Brothers and sisters of unpaid blood donors who use blood for clinical purposes shall be exempted from the fees specified in the preceding paragraph according to the total amount of blood donated by blood donors.

The combined blood measurement of the beneficiary's clinical blood exempted from the prescribed fee is limited to the total available blood of the beneficiary's clinical blood exempted from the prescribed fee.

Citizens who participate in mutual blood donation enjoy the treatment of unpaid blood donation.

Sixteenth unpaid blood donors and their beneficiaries who use blood clinically in this city shall go through the procedures for reimbursement of blood use expenses in medical institutions; Medical institutions do not have the conditions, can apply for reimbursement of blood expenses at the blood station. Voluntary blood donors and their beneficiaries who use blood in different places shall go through the procedures for reimbursement of blood use expenses at the blood station in this city.

Blood donors who use blood for clinical purposes shall go through the procedures for reimbursement of blood use expenses with their valid identity documents, blood donation card and receipt of blood use expenses; Beneficiaries who use blood for clinical purposes shall go through the procedures for reimbursement of blood use expenses with valid identity documents of blood donors, blood donation certificates without compensation, blood use expense documents, certificates of designated beneficiaries and valid identity documents of blood users.

Measures for reimbursement of blood expenses for clinical use shall be formulated separately by the Municipal People's Government.

Seventeenth in any of the following circumstances, shall be commended and rewarded by the Municipal People's government and the Red Cross:

(a) individuals who have donated blood for twenty times;

(2) The accumulated volunteer service time of individual blood donation reaches 120 hours;

(3) Having made remarkable achievements in the propaganda, mobilization, organization and management of blood donation;

(4) Donating funds, materials and equipment for blood donation, with the total amount or value reaching 10,000 yuan.

Eighteenth citizens and their spouses, lineal relatives, brothers and sisters who donated blood without compensation before the implementation of these regulations are suitable for clinical use.

Nineteenth foreign citizens, overseas Chinese and residents of Hongkong and Macao Special Administrative Regions and residents of Taiwan Province Province donate blood or use blood in this city, with reference to these regulations.

Article 20 These Regulations shall come into force on May 1 day, 2065.
