Chapter I General Provisions Article 1 In order to standardize the activities of formulating local laws and regulations, improve the quality of local laws and regulations, safeguard the unity of the socialist legal system, and give play to the leading and promoting role of legislation in the economic and social development of our city, these Regulations are formulated in accordance with the Legislative Law of People's Republic of China (PRC) and the actual situation of this city. Article 2 These Regulations shall apply to the formulation, amendment and repeal of local regulations by the Municipal People's Congress and its Standing Committee. Article 3 Local laws and regulations that stipulate particularly important matters in their respective administrative areas shall be formulated by the Municipal People's Congress.

In addition to the local regulations that should be formulated by the Municipal People's Congress, the Standing Committee of the Municipal People's Congress shall formulate other local regulations; When the Municipal People's Congress is not in session, local regulations formulated by the Municipal People's Congress may be partially supplemented and revised, but they shall not contravene the basic principles of the local regulations. Article 4 The formulation of local regulations shall follow the basic principles stipulated in the Legislative Law of People's Republic of China (PRC), and shall not contravene the Constitution, laws, administrative regulations and local regulations of this province, proceed from the reality of this Municipality, adapt to the requirements of economic and social development and comprehensively deepen reform, highlight local characteristics, and prevent local protectionism and departmental interests.

Local laws and regulations should be clear, specific, targeted and enforceable. Chapter II Procedures for Formulating Local Regulations by the Municipal People's Congress Article 5 The Presidium of the Municipal People's Congress may submit a bill of local regulations to the meeting of the Municipal People's Congress for deliberation.

The Standing Committee of the Municipal People's Congress, the Municipal People's Government and the special committees of the Municipal People's Congress may propose local regulations to the Municipal People's Congress and put them on the agenda of the meeting. Article 6 A delegation or more than 10 representatives jointly may submit a bill of local regulations to the Municipal People's Congress, and the presidium shall decide whether to put it on the agenda of the meeting, or submit it to the relevant special committee for deliberation, and then decide whether to put it on the agenda.

When deliberating a local regulation bill, a special committee may invite the sponsor to attend the meeting as a nonvoting delegate and express his opinions. Seventh when the Municipal People's Congress is not in session, the local regulations proposed to the Municipal People's Congress may be submitted to the Standing Committee first. The meeting of the Standing Committee shall, after deliberation in accordance with the relevant procedures stipulated in Chapter III of these Regulations, decide to submit it to the Municipal People's Congress for deliberation, and the Standing Committee or sponsor shall explain it to the plenary meeting of the General Assembly.

The Standing Committee shall, in accordance with the provisions of the preceding paragraph, solicit the opinions of the representatives of the Municipal People's Congress through various forms and feedback the relevant information; Special committees and legal institutions of the Standing Committee may invite relevant Municipal People's Congress representatives to participate in legislative research. Article 8 When the Standing Committee decides to submit a case of local regulations to the meeting of the Municipal People's Congress for deliberation, it shall send the draft local regulations to the delegates fifteen days before the meeting is held. Ninth local regulations included in the agenda of the meeting of the Municipal People's Congress shall be considered by the delegations after hearing the explanations of the sponsors at the plenary session of the General Assembly.

When delegations consider local regulations, the sponsor shall send someone to listen to opinions and answer questions; The relevant organs and organizations shall, according to the requirements of the delegation, send people to introduce the relevant situation. Tenth local laws and regulations included in the agenda of the meeting of the Municipal People's Congress shall be deliberated by the relevant special committees, put forward deliberation opinions to the presidium, and printed and distributed to the meeting. Article 11 The Legislative Affairs Committee shall, according to the deliberation opinions of delegations and relevant special committees, conduct unified deliberation on local regulations, and submit a report on the deliberation results and a revised draft of local regulations to the presidium. Important different opinions shall be explained in the report on the results of deliberation, and shall be issued to the meeting after deliberation and approval by the presidium meeting. Twelfth when necessary, the executive chairman of the presidium may convene a meeting of heads of delegations, listen to the deliberation opinions of delegations on major issues in local regulations, and discuss them, and report the discussion and opinions to the presidium.

The executive chairman of the presidium may also convene relevant representatives elected by the delegation to discuss major specialized issues in local regulations and report the discussion and opinions to the presidium. Thirteenth included in the agenda of the meeting of the Municipal People's Congress, before the vote, the sponsor requests to withdraw, it shall explain the reasons, with the consent of the presidium, and report to the General Assembly, and the deliberation of the local regulations shall be terminated. Fourteenth major issues in the deliberation of local regulations need further study, upon the proposal of the presidium and the decision of the plenary session of the General Assembly, the Standing Committee may be authorized to further consider and make a decision according to the opinions of the deputies, and report to the next meeting of the Municipal People's Congress; The Standing Committee may also be authorized to further consider according to the opinions of the deputies, put forward a revised plan, and submit it to the next meeting of the Municipal People's Congress for deliberation and decision. Article 15 After the revised draft of local regulations has been deliberated by all delegations, the Legal Affairs Committee shall make amendments according to the deliberation opinions and put forward voting opinions on the draft of local regulations, which shall be submitted by the presidium to the plenary session of the General Assembly for voting and passed by more than half of all the deputies.
