Article 2 These Measures shall apply to citizens, legal persons and other organizations within the administrative area of this Municipality. Article 3 This Municipality shall implement the system of voluntary blood donation according to law.

Chapter II Management of Blood Donation Article 8 After the annual blood donation plan of this Municipality is approved by the Municipal People's Government, it will be distributed to the municipal (county), district people's government, departments directly under the municipal government and units directly under it. Article 9 State organs, social organizations, enterprises and institutions, and village (neighborhood) committees shall mobilize and organize school-age citizens (including migrant workers who have lived 1 year or more) in their own units or their local areas to participate in blood donation, so as to ensure the completion of the annual blood donation plan. Sixteenth blood stations must carry out health examination for blood donors free of charge in accordance with the "Standards for Health Examination of Blood Donors" formulated by the health administrative department of the State Council; If the examination is unqualified, no blood shall be collected. Article 17 The amount of blood collected by a blood station from a blood donor at one time is generally 200 ml, and shall not exceed 400 ml at most, and the interval between two collections shall not be less than 6 months. It is forbidden to collect too much and frequent blood from blood donors. Article 18 After blood collection, a blood station shall test the collected blood in strict accordance with the standards set by the state. Blood that has not been tested or failed to pass the test shall not be provided to medical institutions. The separation, packaging, storage and transportation of blood must meet the standards and requirements stipulated by the state. Article 19 Blood donated without compensation must be used for clinical purposes and may not be bought or sold. Article 20 No unit or individual may hire others to donate blood or donate blood under an assumed name; Do not illegally organize others to sell blood. Illegal blood collection is prohibited. Chapter III Management of Blood Use Article 21 This Municipality implements the management measures of combining citizens' own blood storage, family members' mutual assistance, unit collective mutual assistance and social assistance.

Free blood donors have the right to use blood for free. Citizens who meet the conditions of blood donation and fail to donate blood without compensation (except for the exempted objects as stipulated in Article 28 of these Measures) shall pay blood mutual funds when using blood for clinical treatment. Twenty-second medical institutions shall, according to the needs of medical blood use, formulate a blood use plan and arrange medical blood use after reporting to the municipal health administrative department for examination and approval. Twenty-third medical institutions must use the blood provided by blood stations within their jurisdiction, and check the blood for medical clinical use in accordance with state regulations; Blood that has not been verified or does not meet the national standards after verification shall not be used for medical clinic.

Before blood supply, medical institutions shall examine the relevant certificates held by citizens and implement the examination and approval system for blood use.

Blood for medical use shall comply with the technical specifications for blood transfusion, and carry out component blood transfusion and self-transfusion. The proportion of clinical component blood transfusion in medical institutions at all levels should meet the requirements stipulated by the Ministry of Health, and blood should not be wasted and abused to prevent "human blood".
