The relevant matters are now announced as follows:
1. Introduction objects and qualifications
(1) Introduction objects.
Mainly open to full-time master’s and above graduate students from universities across the country, including recent graduates.
There are currently officially established personnel in party and government agencies, public institutions, people's organizations and mass organizations in Honghu City who are not included in the scope of this introduction.
(2) Qualifications
1. Have the nationality of the People’s Republic of China, support the Constitution of the People’s Republic of China, abide by national laws and regulations, and have good conduct and professional ethics, and have the physical condition to perform the duties of the position normally.
2. Meet the basic conditions stipulated in the "Interim Provisions on Public Recruitment of Personnel by Public Institutions".
3. Doctoral candidates must be no more than 40 years old (born on January 1, 1983 or later).
Master’s degree candidates must be no more than 35 years old (born on January 1, 1988 or later).
4. Meet other conditions required for the introduction of positions.
5. Those who have any of the following circumstances are not allowed to apply: those who have been criminally punished or dismissed from public service, those who have been found to have committed fraud in the recruitment (employment) of civil servants and public institutions at all levels, and other serious violations of examination disciplines Acts that violate the law, civil servants who have been dismissed for less than 5 years, those who have been punished at the department level or above while in school, and other circumstances that prohibit recruitment (employment) according to relevant laws and regulations.

According to the characteristics of the position and major, the candidates will be determined through qualification review, interview (professional ability test), merit-based inspection, etc.
(2) Main procedures
1. Release announcement.
Inquire on the Jingzhou Personnel Examination Network (/www.honghu.gov.cn) and the WeChat official account of the Honghu Human Resources and Social Security Bureau.

2. Online registration and preliminary qualification review.
Applicants need to log in to the Jingzhou Personnel Examination Network to register online.
The registration period starts from 9:00 on February 18, 2023 and ends at 17:00 on March 19, 2023.
This exam implements an online simultaneous preliminary review of qualifications. Candidates are requested to check the results of the preliminary review of qualifications in a timely manner. Candidates who fail the preliminary review of qualifications can re-apply or change their application to other qualified positions after completing the information.
After the registration system is closed at 17:00 on March 19, those who fail the preliminary qualification review will not be able to change their application.

Qualification review runs through the entire process of talent introduction and recruitment for public institutions. 4. Interview (professional ability test).
Depending on the registration situation, structured interviews are generally conducted.
This recruitment does not limit the proportion of exams. The interview is subject to a minimum score of 80 points. Those who do not meet the minimum score in the interview will not be hired.
The specific interview plan, time and location shall be subject to the announcements issued by the Jingzhou Personnel Examination Network and the Honghu Municipal People's Government Website.
According to the job plan, if the number of people participating in the interview for the same position exceeds 1:15, a written test will be added. Based on the written test results, the interview candidates will be determined in a ratio of 1:3 from high to low.
5. Physical examination.
Doctoral candidates will directly enter the physical examination process and will not occupy the quota for examination candidates.
According to the job recruitment plan and interview scores, postgraduate students will be selected for physical examination in a ratio of 1:1.
The physical examination will be carried out at specified times and in designated hospitals in accordance with the relevant provisions of the "General Physical Examination Standards for Civil Servant Recruitment (Trial)", and the expenses will be borne by the municipal finance.
Those who fail the physical examination or give up taking the physical examination will be replaced in sequence based on the interview results of the personnel for the position. If there is no replacement, the recruitment plan for the position will be cancelled.

6. Inspection.

7. Announcement and employment.

The Municipal Bureau of Human Resources and Social Security, the Municipal Party Committee’s Office of the Organization, and each employer shall sign employment agreements and handle relevant procedures for the introduction of talents in accordance with procedures.
All fresh graduates must obtain the corresponding academic degree in 2023 (before July 31, 2023 for master's degree, before December 31, 2023 for doctoral degree), otherwise they will not be hired.

8. Regarding adjustments.
In the process of qualification review, interview (professional ability test) and recruitment, adjustments can be made based on the registration status and actual work needs, and adjustments will be made through negotiation.
IV. Policies and benefits
(1) Introduce talents into the establishment of the enterprise, and uniformly allocate them to the Municipal Employment and Talent Service Center of the Municipal Human Resources and Social Security Bureau, under the unified management of the Municipal Party Committee Talent Office .
The Talent Office of the Municipal Party Committee will allocate and use talents according to the professional needs of various units in the city.
(2) Implement a probationary period for introduced talents.
The probation period lasts for one year, and during the probation period, you will enjoy the salary and benefits of the same rank as those who formally work in public institutions.
(3) After the probation period expires and passes the assessment, the formalities for full-time promotion and classification will be processed.
According to the relevant regulations on the management of public institutions, full-time doctoral students and master's degree students enjoy the salary benefits of seventh-level staff and eighth-level staff in management positions respectively.
Those who fail the assessment will be disqualified from employment.
(4) The minimum service period for introduced talents in our city is 5 years, and a service period agreement must be signed with the Municipal Party Committee Talent Office and the employer.
Employers and talents themselves are not allowed to transfer or change units without permission.
Length of service shall be calculated from the date of employment.
During the service period, the Organization Department of the Municipal Party Committee and the Talent Office of the Municipal Party Committee will carry out tracking management and training. Graduate students working in Honghu City who do not own their own homes (including spouses and minor children) can apply for rent-free accommodation in the city’s “Talent Apartments”.
If there is insufficient housing, rental subsidies will be provided to introduced talents at the standard of 800 yuan per month for full-time doctoral students and 600 yuan per month for master's students. The rental subsidies will be fully guaranteed by the municipal finance. .
For graduate students working in towns and villages, housing is guaranteed by the employer.
The introduced graduate talents will enjoy the settlement subsidy and talent allowance for 5 years.
(6) Children of introduced talents to study in our city’s schools will be given priority by the Municipal Education Bureau.
