A civil aviation meteorological personnel license is the technical certificate of civil aviation meteorological work. Civil aviation meteorological personnel license is divided into: civil aviation meteorological forecaster license; Civil aviation meteorological observer license; Civil aviation meteorological cartographer's license; Civil aviation meteorological engineer license (including meteorological radar, satellite cloud image receiving equipment, meteorological fax, meteorological telex and other meteorological equipment). The above-mentioned meteorologists working in the Civil Aviation Administration of China must hold a license before taking up their posts. Unlicensed personnel can't work alone, but only under the guidance of such certified personnel. Two. Conditions for applying for a permit:

1, age: cartographer 15 to 40 years old; Observer 18 to 50 years old; Forecasters and weather operators are both 20 to 60 years old.

2. Good moral character.

3. Good health.

4. All kinds of meteorologists who are currently working independently or have passed the examination after graduating from institutions of higher learning (formal training). Four, the evaluation work by the Civil Aviation Administration appointed inspectors as the evaluation team. Organized and implemented by the Civil Aviation Administration, or authorized by regional administrations and colleges.

The assessment is divided into theoretical examination and technical examination. The theoretical examination is a closed-book examination, and a score of 80 in each subject is qualified. The technical operation examination is conducted by combining oral examination (written examination) with operation. The results are evaluated as excellent, good, medium and poor, and the overall evaluation is good.

Test questions and grading standards shall be uniformly formulated and published by the Civil Aviation Administration, and shall be evaluated on the basis of good review and preparation. Five, after passing the examination, the bureau and the meteorological department of colleges and universities are responsible for filling out the "civil aviation meteorologist license examination report", together with the assessment, submitted to the Civil Aviation Administration for examination and approval. After approval, CAAC will issue a license to civil aviation meteorologists.

Those who fail the exam should make up lessons and make up the exam. If the make-up exam is still unqualified, it will be transferred or demoted.

Personnel who are no longer engaged in civil aviation meteorological work shall not issue licenses. Six, the civil aviation meteorological personnel license is valid for a long time, but in any of the following circumstances, it should be taken or withdrawn:

(a) the Civil Aviation Administration or regional administrations, colleges and universities organize a regular license inspection and assessment every three years. If the examination fails, a license will be issued. If the two make-up exams are still unqualified, their licenses may be revoked, and they may be transferred after being reported to the navigation department of the Civil Aviation Administration for examination.

(2) If a major accident occurs at work due to technical or behavioral reasons, it shall be reported to the Navigation Department of the Civil Aviation Administration for review according to the seriousness of the case, and its license may be revoked or transferred. Seven, civil aviation meteorological inspectors

CAAC, regional administrations, universities and companies shall set up civil aviation meteorological inspectors.

Civil aviation meteorological inspectors are recommended by the administration, universities and companies, and are appointed on the basis of merit after being examined by the Navigation Department of the Civil Aviation Administration and approved by the Civil Aviation Administration. The term of office is four years. During the term of office, all relations still belong to the original unit, but when arranging its work, this unit must ensure that it can carry out the assessment and inspection tasks according to the plan of the Civil Aviation Administration.

(2) Responsibilities:

1, in accordance with the unified planning of the Civil Aviation Administration, implement the license examination and regular license inspection and assessment for civil aviation meteorologists.

2, presided over the theoretical examination, and according to the unified standard to do a good job of performance evaluation.

3, as a business technical evaluation, and make a realistic conclusion.

4, responsible for filling in the "civil aviation meteorological personnel license test report" and "business test report".

(3) treatment:

Civil aviation meteorological inspectors in the appointment period, each monthly subsidy 7 yuan, from next month, along with the salary payment. After dismissal, the payment will be stopped from the month after dismissal. Its expenses are paid from this income and included in the meteorological operation expenses in the airport management fee.

When civil aviation meteorological inspectors go out to perform tasks, their round-trip travel expenses and accommodation fees are paid by the unit where the assessed personnel work. Eight, apply for the examination license and regular examination, each person each charge a handling fee 15 yuan, as a license management fee. The license management fee shall be submitted to the financial departments of regional administrations, universities and companies, and 50% of the fee and payer list shall be submitted to the financial department of the Civil Aviation Administration, and copied to the navigation department. The remaining 50% is reserved for the Administration Bureau, universities and corporate finance departments to offset meteorological operation costs. Expenses related to assessment, license printing and inspector subsidies paid by the meteorological departments of the Administration Bureau, universities and companies shall be directly charged by the Administration Bureau, universities and the financial department of the company in the meteorological service fee for airport management fees. Nine, these Provisions shall come into force as of the date of promulgation.
