According to the Regulations on Qualification Management of Construction Enterprises (Order No.87 of the Ministry of Construction) and the Implementation Opinions on Qualification Management Regulations of Construction Enterprises (Jian Ban Jian [20065438+0] No.24), combined with the characteristics of highway engineering, the qualification requirements for highway construction enterprises to participate in highway engineering bidding and construction are as follows:

1. Highway construction enterprises shall contract projects according to the scope of contracted projects specified in the Qualification Grade Standard for Construction Enterprises (see annex), and shall not contract projects beyond the qualification sequence, leapfrog or beyond the scope.

Highway construction enterprises that participate in the bidding and construction of professional projects (including subgrade, pavement, bridge, tunnel, highway traffic engineering, traffic safety facilities, communication system, monitoring system, toll collection system, comprehensive system engineering, etc.). ) should have the corresponding professional engineering contracting qualification; Highway construction enterprises that participate in the bidding and construction of general contracting projects (referring to any two or more projects in subgrade, pavement, bridge and tunnel projects jointly bid) shall have the qualification of general contracting of highway engineering construction.

Second, the highway construction project legal person in the project tender announcement and the preparation of tender documents, to express the project content of each bid, at the same time express the qualifications of highway construction enterprises in each bid, has undertaken similar projects and other conditions and requirements.

Three, highway construction enterprises to participate in the bidding in the form of a consortium, the organizer should have the qualifications to adapt to the content of this bid, and the member units should have the qualifications to adapt to the content of the project undertaken by them.

For a project subcontracted according to law, the subcontractor shall have the qualifications suitable for the contents of the project subcontracted by him.

4. If the scale (total length and total span) of the bridges and tunnels in the general contracting project exceeds the scope of the contracted projects stipulated in the General Contracting Qualification for Highway Engineering Construction, the construction enterprise shall also have the corresponding professional contracting qualification for bridges and tunnels. If you bid in the form of a consortium, you must comply with the provisions of Article 3 of this Instruction.

Five, highway traffic engineering communication, monitoring and charging system of any two or more systems bidding together, the construction enterprise should have the highway traffic engineering professional contracting communication, monitoring and charging comprehensive system engineering qualification. If the traffic safety facilities of highway traffic engineering are included in the bidding of civil engineering, the construction enterprise shall have the corresponding qualifications of highway engineering and traffic safety facilities at the same time. If you bid in the form of a consortium, you must comply with the provisions of Article 3 of this Instruction.

Transportation departments at all levels should strictly access the market, strengthen supervision and management, and review the qualifications of highway construction enterprises in strict accordance with the requirements of this notice when reviewing or compiling the pre-qualification results, bidding documents and bid evaluation results of highway projects. Problems should be corrected in time to maintain the normal order of the highway construction market.
