Regulations of Nanning Municipality on the Administration of Outdoor Advertising
(1) Commercial advertisements such as street signs, neon lights, electronic display boards (screens), light boxes and windows. Set in publicly owned buildings and spaces;
(2) Commercial advertisements (including all kinds of floating objects on water and flying objects in the air) set up, drawn and posted by means of transportation;
(3) Commercial advertisements that are set up, hung, drawn, distributed, presented, mailed and posted outdoors (including buildings and spaces with public venues or their own venues) such as exhibitions, order fairs, trade fairs, cultural performances and sports competitions. Third units and individuals engaged in outdoor advertising activities within the administrative area of Nanning shall abide by these regulations. Article 4 The administrative department for industry and commerce of Nanning is the registration, supervision and management organ of outdoor advertisements in Nanning.
The administrative departments for industry and commerce of counties (cities) under the jurisdiction of the city are responsible for the registration, supervision and management of outdoor advertisements within their respective jurisdictions.
Planning, public security, construction, gardening, urban management and other departments shall cooperate with the administrative department for industry and commerce to do a good job in the supervision and management of outdoor advertising according to their respective functions. Fifth outdoor advertising content must be true and legal, in line with the requirements of socialist spiritual civilization construction, and shall not deceive and mislead consumers in any form, and shall not belittle the goods or services of other producers and operators. Chapter II Establishment of Outdoor Advertising Article 6 The planning of outdoor advertising shall be formulated by the administrative department for industry and commerce in conjunction with the departments of planning, construction, gardening, public security and urban management on the premise of obeying the overall urban planning, and shall be implemented by the municipal administrative department for industry and commerce after being approved by the municipal government.
Outdoor advertising in areas without unified planning, involving planning, construction, gardens, public security, urban management and other departments, must obtain the consent of the above departments. The above-mentioned departments shall make a decision on approval or disapproval within seven working days from the date of acceptance, and it shall be deemed as approval after the deadline. Article 7 The setting of outdoor advertisements shall meet the following requirements:
(a) the content of outdoor advertising must comply with the relevant provisions of the "People's Republic of China (PRC) Advertising Law";
(two) the design, production and installation of outdoor advertising facilities must be safe and meet the corresponding technical requirements and quality standards; The layout should be in harmony with the street view, keeping it intact, clean and beautiful;
(3) The height of outdoor advertisements placed above the roadway shall not be less than 5.5 meters from the ground; Outdoor advertising set above the sidewalk, the height of its facilities from the ground shall not be less than 2.5 meters; Outdoor advertising set outside the building wall, its facilities shall not exceed 0.8m from the outside of the wall.
(4) The characters, Chinese Pinyin, data and units of measurement used in outdoor advertisements shall conform to the relevant provisions of the state and be standardized and accurate in writing;
(five) outdoor advertising with light distribution device, the lighting should be bright;
(six) outdoor advertising should be maintained regularly to keep it clean, safe and beautiful. Eighth in any of the following circumstances, outdoor advertising shall not be set up:
(a) the use of traffic safety facilities, traffic signs;
(two) the use of green trees, telephone poles and other facilities on both sides of the road;
(three) affecting the use of municipal public facilities, traffic safety facilities and traffic signs;
(four) hinder production, life, work, study or damage the appearance of the city;
(five) the control areas of state organs, cultural relics protection units and scenic spots;
(six) damage to trees, flower beds, flower belts, green spaces, affecting greening;
(seven) the municipal government prohibits the establishment of outdoor advertising areas. Ninth approved outdoor advertising should be marked with the "outdoor advertising registration certificate" number and the name of the publisher. Chapter III Examination and Registration of Outdoor Advertisements Article 10 Before the release of outdoor advertisements such as medicines, medical devices, medical treatment, pesticides, veterinary drugs, food, alcohol, cosmetics or real estate, finance, enrollment, recruitment, cultural practice and vocational training, and other outdoor advertisements that should be examined according to laws and administrative regulations, the relevant administrative departments must examine the contents of the advertisements. Eleventh outdoor advertising must apply to the administrative department for Industry and commerce for registration, and can be released only after approval. Article 12 To apply for outdoor advertising registration, the following conditions shall be met:
(a) to obtain the business qualification suitable for the application project according to law;
(two) have the ownership of the corresponding outdoor advertising media;
(3) The place and form of advertisement release are within the scope permitted by the state and conform to the provisions of these Regulations;
(four) outdoor advertising media are generally not allowed to publish all kinds of non-advertising information, if there are special needs, it should comply with the relevant provisions of the state. Thirteenth to apply for outdoor advertising registration, the following documents and approvals shall be submitted:
(1) Business license;
(2) Advertising business license;
(three) advertising contracts, advertising samples (renderings);
(four) the site use agreement and the map of the advertising site;
(five) the relevant approval documents of the advertising location and advertising content;
(six) the approval documents of the relevant departments on the release of non-advertising information.
