Chapter I General Provisions Article 1 In order to protect and rationally develop and utilize tourism resources, standardize the order of the tourism market, safeguard the legitimate rights and interests of tourists and tour operators, and promote the development of tourism, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 Organizations and individuals that develop tourism resources, build tourism facilities, engage in tourism management, participate in tourism activities and implement tourism management within the administrative area of this Municipality shall abide by these regulations. Article 3 The tourism management departments of the people's governments of cities, counties (cities) and jiawang district (hereinafter referred to as the tourism management departments) shall be responsible for the tourism management within their respective administrative areas, and other relevant administrative departments shall perform their duties according to law and cooperate with the tourism management departments to do a good job in tourism management and service. Article 4 The municipal, county (city) and district people's governments shall incorporate tourism into the national economic and social development plan, formulate tourism planning and tourism development policies, strengthen the construction of tourism infrastructure, improve the tourism environment, cultivate and standardize the tourism market, and develop the tourism economy. Article 6 The people's governments of cities, counties (cities) and districts shall encourage and support other investors to participate in the development and operation of tourism and tourism commodities with local characteristics in accordance with the principle that whoever invests will benefit. Chapter II Development and Protection of Tourism Resources Article 7 The development of tourism resources should follow the principles of unified planning, rational development, environmental protection and sustainable utilization, adhere to the combination of natural landscape, human landscape, history and culture with modern science and technology, highlight tourism characteristics and develop tourism. Eighth tourism management departments shall, jointly with relevant departments, investigate the tourism resources within their respective administrative areas, and establish the archives of tourism resources and the reserve bank of key tourism projects. Ninth tourism management departments shall, in accordance with the local tourism resources and the overall urban planning, work out tourism plans in conjunction with relevant departments, solicit the opinions of the tourism management departments at higher levels, and report them to the people's government at the same level for approval before implementation.

Eleventh tourism management departments shall, jointly with relevant departments, formulate tourism routes, set up tourist maps and tourist billboards in the main traffic distribution centers of the city, and set up tourist guide signs on the main roads leading to scenic spots. Chapter III Tourism Management Article 12 Tourism operators shall obtain business qualifications according to law.

Tourism professionals must have a post or professional qualification certificate that meets the requirements of the state, and can only be employed after obtaining the corresponding qualification certificate. Thirteenth tour operators should publicize the tourism service items and service standards, clearly mark the price, and ensure the service quality.

Tourism operators shall not have the following acts that infringe upon the legitimate rights and interests of tourists:

(1) Failing to perform or not fully performing the contracts signed with tourists;

(two) do not provide services in accordance with national standards and industry standards or provide services that are inconsistent with quality and price;

(3) making false propaganda about the service scope, content and standards;

(4) Inducing or coercing tourists to buy commodities not agreed in advance or accept paid services;

(5) selling fake and shoddy goods;

(six) endanger the personal and property safety of tourists;

(seven) other acts that infringe upon the legitimate rights and interests of tourists as stipulated by laws and regulations. Fourteenth tour operators should establish a safety management system. Configure the necessary tourist safety facilities and equipment to ensure the personal and property safety of tourists.

Tourism operators should set up obvious tips or warning signs for areas and tourist facilities where danger may occur, and take necessary safety protection measures.

When danger is found or tourists' personal and property are damaged, tour operators shall take timely rescue measures and report to the local government or relevant administrative departments immediately. Fifteenth the establishment of travel agencies in accordance with the provisions of the "Regulations" of the State Council to apply to the municipal tourism management department, the municipal tourism management department reported to the competent authorities for approval.

After obtaining the business license of the travel agency, the applicant may apply to the administrative department for industry and commerce for a business license. Those who have not obtained the travel agency business license shall not engage in tourism business.

Travel agencies shall carry out business activities in accordance with the business scope approved by the travel agency business license. Sixteenth travel agencies to change the scope of business, should be approved by the original tourism administrative department for examination and approval, to the administrative department for Industry and Commerce for registration of change.

If a travel agency changes its name, business premises, legal representative, etc., or suspends its business, it shall handle the corresponding change registration or cancellation registration with the administrative department for industry and commerce, and report it to the original examination and approval tourism management department for the record within ten working days from the date of completion of registration.
