Xiangtan Jiuhua falls under the jurisdiction of Xiangtan County.

Xiangtan Jiuhua Economic and Technological Development Zone was established in November 2003. It is one of the five demonstration zones in the Changzhutan Urban Agglomeration National Two-Oriented Society Comprehensive Supporting Reform Experimental Zone, and is also approved by the provincial government. The Taiwanese Investment Zone was upgraded to a national economic and technological development zone in 2011, and was successfully approved as a national-level Xiangtan Comprehensive Bonded Zone in 2013.

After years of rapid development, Jiuhua Economic Development Zone has grown from scratch and has become the most dynamic and potential industrial park in Hunan. The park’s economic growth rate has always ranked first among the province’s parks. At the forefront, in 2011 the park’s economic scale and total economic volume ranked fourth in the province. In 2013, the district achieved a total revenue of 105.32 billion yuan from technology, industry and trade, and entered the ranks of "100-billion-dollar parks".
