Under the guidance of Theory of Three Represents, firmly establish and implement Scientific Outlook on Development, adhere to the policy of paying equal attention to pollution prevention and ecological maintenance, and deal with various environmental problems while promoting the social and economic development of the county, effectively promoting the sound and rapid social and economic development of our county, improving the environmental awareness and environmental moral quality of the whole society, and ensuring the health of the people. 20** degrees, the overall environmental quality of our county has improved, and the water quality of major rivers in the county has remained stable. It basically meets the national Class III standard for surface water, Class II standard for urban atmospheric environment, and national standard for corresponding functional areas for urban acoustic environment. 20** entered the top ten in the final evaluation of the city's environmental protection work and became an advanced unit. The environmental protection work in our county is reported as follows:

First, the last two major work.

(1) New breakthroughs have been made in pollution prevention and ecological maintenance.

1, the comprehensive improvement of water environment is progressing steadily.

Attach great importance to the maintenance of drinking water sources. Our county is located in the upper reaches of Chengdu. Baitiao River and Xuyan River in the county are taken from the eighth waterworks in Chengdu, which bear more than 80% of the water supply in Chengdu. Fuhe River, Puyang River and Pi River, which flow through our county, are the upstream of Chengdu's second waterworks, fifth waterworks, railway waterworks and waterworks in qingbaijiang district and Xindu District. The water source maintenance area covers more than half of the towns in the county, and the quality of water environment directly affects the drinking water safety in Chengdu urban area and downstream areas. Due to the special astronomical position, our bureau regards water source maintenance and water pollution control as an important task, and conscientiously implements the Law on the Prevention and Control of Water Pollution in People's Republic of China (PRC), the Regulations on the Maintenance of Drinking Water Sources in Provinces and Cities and other laws and regulations. Strengthen supervision and careful management to ensure the quality of drinking water sources. First, cooperate with forestry, water affairs and other departments and towns to strengthen the ecological environment construction of the water source maintenance area, and stop the comprehensive improvement and greening of the main rivers in the county on the basis of the 50-meter-wide and 5.2-kilometer-long ecological protection forest on both sides of the 20** Xuyan River. Since 20**, our county has invested more than 20 million yuan to establish ecological protection projects in water source maintenance areas and related water and toilet improvement projects on both sides of rivers; Second, the pollution prevention and control plan for small watersheds in Pixian County was compiled, and the comprehensive improvement of small watersheds such as the left branch of Maocaoyan in Anjing Town, yangsi Weir, Dongfeng Canal and the upper reaches of Yangliuyan in xipu town was stopped; Third, the environmental management of the water source maintenance area has been strengthened, and a pollution accident emergency handling working group has been set up to be responsible for the emergency handling of emergencies in the county. In conjunction with the planning, development and reform, water affairs and other departments, the monitoring and inspection of pollutant discharge units around the drinking water source maintenance area have been strengthened, a regular inspection system has been established, the designated personnel have been affirmed, the frequency of water quality monitoring has been increased, and the water quality has been controlled in time.

The prevention and control of water pollution in enterprises has been strengthened, and the pollution trend has eased. Recently, in order to irregularly reduce the total amount of pollutant discharge, effectively improve the quality of water environment, and ensure that key pollutant discharge units meet the discharge standards, our bureau actively carried out an investigation on the current situation of water environment, found out the pollution situation, analyzed the water quality, formulated an emergency plan for water pollution prevention and control, and strengthened the management of 30 key pollution sources. Nine enterprises including Dawang Brewing Co., Ltd., Bok Beer Co., Ltd. and Corning Paper Co., Ltd. implemented online monitoring or online monitoring, and completed data transmission at the provincial, municipal and county levels. This year, two enterprises that have exceeded the standard have been issued a deadline for governance notice. County hospitals, Tuanjie town health centers and other medical units have improved the sewage treatment equipment. The investment in pollution control in the county has reached more than170,000 yuan. After treatment, the total discharge of major pollutants in the county has been reduced, providing environmental capacity for newly introduced projects.

Efforts will be made to increase investment in environmental protection infrastructure and equipment to ensure that the water quality of the exit section reaches the standard. In the past two years, the government has invested about 54 million yuan to complete the rain and sewage diversion project in the main streets of the city, and the rain and sewage diversion project in other areas of the city and the sewage discharge project in the northern part of Chengdu Modern Industrial Port are being stepped up; The construction of sewage treatment plants is being actively promoted. It is expected to be completed and put into production in April 20 * *, and the site selection, demonstration, geological exploration, demolition and environmental assessment have been completed. Sewage treatment projects in key towns are also being planned and established, and construction will start this year.

2. The quality of the atmospheric environment has been significantly improved.

In order to improve the quality of atmospheric environment in our county, our bureau cooperates with relevant departments. First, vigorously promote clean energy. In the past two years, * * * 126 tertiary service enterprises and stalls have completed the transformation of stoves, and 47 units with excessive emission of waste gas and dust have been rectified. 7.2 square kilometers of Pitong Town and 5.0 square kilometers of xipu town have been built. The second is to strengthen the environmental management of construction sites and demolition sites. Most construction sites and demolition sites have implemented enclosure wet operation, and urban sanitation cleaning has changed from manual operation to mechanical adsorption wet washing, effectively avoiding dust pollution. Third, the straw burning ban continued and was carried out seriously. In the past two days, the county handled 59 illegal burning incidents, and there was no large-scale open burning of straw, which greatly eased the air quality pressure during spring ploughing and spring planting in our county. The ban on burning was praised by the municipal party Committee and the municipal government.

3. The noise pollution control effect is remarkable.

In order to strengthen the management of urban noise pollution in our county, the county government issued the Notice on Strengthening the Management of Urban Environmental Noise on the 20th * *, which further clarified the work responsibilities of relevant units and effectively promoted the noise prevention and control work in the county. By the end of 20**, our county has built 7.2 square kilometers of Pitong Town and 4.7 square kilometers of xipu town noise standard area. Our bureau has closely cooperated with relevant departments to incorporate noise emission units such as Yongtong Town, xipu town Town, Hong Guang Town and Tangchang Town, where noise pollution complaints are concentrated, into daily management, formulate and implement noise remediation work plans, focus on stopping centralized remediation of noise disturbing areas around Zhanwa Street in Yongtong Town and xihua university in Hong Guang Town, and issue rectification notices within a time limit to 48 construction sites and 44 dance halls. After rectification, the noise emission of the pollutant discharge unit meets the requirements of the corresponding functional area boundary and factory boundary noise emission specification. During the prohibition of senior high school entrance examination, our bureau also strengthened the noise control in the surrounding areas of schools and candidates' accommodation, stopped and properly handled noise complaints in time, and invented a quiet learning and examination environment for students in the county.

4. Solid waste management tends to be standardized.

In the past two years, our county has increased investment and established a perfect system for the removal and transportation of municipal solid waste. The daily treatment capacity of our county garbage treatment plant exceeds 200 tons, and all kinds of domestic garbage have been treated harmlessly. The expansion project of urban domestic waste treatment plant in Hainuoer Pixian County is under construction, and the daily treatment capacity can be expanded from 200 tons to 400 tons. In order to ensure environmental safety, our bureau, together with relevant departments, initiated the declaration and cancellation of hazardous waste discharge from medical units and industrial enterprises, urged units that produce solid hazardous waste to implement various environmental protection management systems, strengthened the management of temporary storage places for hazardous waste, and strictly implemented the system of transferring hazardous waste. The county's industrial hazardous waste disposal meets the requirements, and all medical wastes are handed over to the municipal hazardous waste disposal center and Longquan special slag yard for centralized disposal, with a disposal rate of 100%.

5. The quality of rural ecological environment has been gradually improved.

Our bureau, in conjunction with urban construction, animal husbandry, water affairs, forestry and other departments, started the comprehensive improvement and greening of the county's main roads, rivers and local small watersheds, focusing on sewage enterprises, livestock breeding and pollution control of small watersheds. After nearly two years of comprehensive improvement of urban and rural environment, the environmental features of major rivers, major traffic roads and densely populated areas in the county have been greatly improved. The suburban separation departments such as Yangliuyan and yangsi Weir have completely changed the image of dirty, chaotic and poor in the past; Stop the investigation of 330 pig farms, 76 poultry farms, 88 dairy farms and 37 slaughterhouses at or above the county level, and put forward rectification opinions. Encourage farmers to build biogas digesters, reduce rural domestic sewage and aquaculture wastewater pollution, and effectively curb rural non-point source pollution. Actively promote the sustainable development demonstration project of Anlong Village in Ande Town, simultaneously promote the promotion and transformation of agricultural villages, and strengthen environmental management, which has effectively promoted the creation of Xinxiang Village. Today, our county took the lead in the centralized collection and disposal of rural muck in the whole city, which achieved good environmental and social benefits and further improved the rural environmental quality of our county.

(2) Establish environmental protection and further strengthen law enforcement.

1. Strictly establish project environmental management.

In order to control the generation of new pollution sources from the source, our bureau closely cooperates with planning, industry and commerce, land and other departments, strengthens the environmental management of new construction, expansion and reconstruction projects, strictly controls the examination and approval of projects, and resolutely implements the Environmental Impact Assessment Law of the People's Republic of China and environmental protection equipment. System, according to the overall requirements of the two river basin management, in line with the principle that part of the interests are subordinate to the overall interests, all projects that do not meet the requirements of national industrial policies, environmental laws and regulations, overall urban planning, clean consumption and total control will be rejected. In the past two years, our bureau has approved a total of 47 EIA documents/kloc-0, and 65 approved projects have passed the environmental protection equipment? Three at once? In order to ensure people's health, we have strengthened law enforcement inspection of polluting enterprises, and jointly carried out special actions to clean up and clean up illegal polluting enterprises with judicial, supervision, industry and commerce, safety supervision and other departments. , and put on record and investigated a number of illegal enterprises that violated environmental laws and regulations, and cracked down on several enterprises? High illegal cost and low illegal cost? Bad tendencies. At the same time, the people's letters and visits, guidance and instructions, criticisms and suggestions of the National People's Congress, and proposals of the CPPCC are handled seriously, all kinds of environmental pollution complaints and disputes are handled in a timely manner according to law, a rapid response mechanism for handling environmental complaints is established, and the 24-hour duty system is adhered to, so that all pollution complaints are handled at the grassroots level, which truly guarantees the people's health and maintains social stability. In the past two weeks, 8 16 environmental complaints have been settled, and everything has been answered, and the pieces have been implemented. The settlement rate has reached 100%.

3, generally carry out environmental publicity and education.

In close cooperation with the education department, our bureau has carried out a variety of environmental protection theory education activities in primary and secondary schools throughout the county.
