I. Introduction:

According to * * * Fuyang Municipal Party Committee Office and Fuyang Municipal People's Government Office on printing and distributing Taihe County Human Resources and Social Security Bureau is a department of the county government, and it is a section. Taihe County Human Resources and Social Security Bureau implements the principles, policies and decision-making arrangements of the CPC Central Committee, the Provincial Party Committee and the Municipal Party Committee on human resources and social security work, implements the work requirements of the county party Committee, and adheres to and strengthens the centralized and unified leadership of the party on human resources and social security work in the process of performing its duties.

Second, the main responsibilities:

(a) to implement the superior human resources and social security policies and laws and regulations, formulate the county's human resources and social security development policies, plan and organize their implementation.

(two) to formulate the county's human resources market development planning and human resources service industry development, human resources flow policy, and promote the rational flow and effective allocation of human resources.

(3) To be responsible for promoting employment in the county, formulating plans and policies for coordinating urban and rural employment development, improving the public employment service system, improving the vocational qualification system, and coordinating the establishment of a vocational training system for urban and rural workers.

(4) Promote the construction of the social security system covering urban and rural areas in the county as a whole, implement the unified national measures for the renewal of social insurance relations and the overall planning of basic pensions, and prepare the draft budget and final accounts of the county's social insurance fund.

(five) responsible for the county's employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.

(six) the implementation of the relevant policies on the distribution of wages and income of public institutions, the establishment of the normal wage growth and payment guarantee mechanism of enterprises and institutions, and the implementation of the relevant policies on the welfare and retirement of enterprises and institutions.

(seven) in conjunction with the relevant departments to guide the reform of the personnel system of public institutions, implement the relevant supporting policies of the reform and organize their implementation, and be responsible for standardizing the comprehensive personnel management of public institutions in terms of post setting, open recruitment and employment contracts. To formulate policies for the management of staff in public institutions; Participate in talent management, implement policies related to professional and technical personnel management and continuing education, take the lead in deepening the reform of professional title system, be responsible for the selection and training of high-level professional and technical personnel, and improve the postdoctoral management system.

(10) Implement the relevant system of mediation and arbitration of labor and personnel disputes and policies related to labor relations, improve the coordination mechanism of labor relations, implement the special labor protection policy of eliminating illegal use of child labor and female and underage workers, organize and implement labor security supervision, coordinate the work of safeguarding workers' rights, investigate and deal with major cases according to law, and coordinate the handling of letters and visits related to human resources and social security.
