The main responsibilities of Huaihua Education Bureau

(a) to implement the principles, policies, laws and regulations of the national education work, formulate strategies, principles, policies and plans for the city's education reform and development, and organize their implementation.

(two) responsible for the overall planning and coordinated management of all levels of education, in conjunction with the relevant departments to develop the standards for the establishment of all levels of schools, to guide the education and teaching reform of all levels of schools, and to be responsible for the statistics, analysis and release of basic education information.

(three) responsible for promoting the balanced development of compulsory education and promoting educational equity, and responsible for the macro guidance and coordination of compulsory education; Guide general high school education, preschool education and special education. Implement the basic requirements and teaching documents of basic education, organize and participate in the examination and approval of local textbooks for basic education, and fully implement quality education.

(four) to guide the development and reform of employment-oriented vocational education, implement teaching guidance documents and teaching evaluation standards, and guide the construction of teaching materials and vocational guidance for secondary vocational education.

(five) overall guidance of the city's basic education, general higher education, vocational and technical education, adult higher education, higher education self-study examination and private education; To guide and coordinate the relevant education work of counties (cities, districts) and departments; Organize the supervision and evaluation of popularizing nine-year compulsory education.

(six) the overall management of the department's education funds; Participate in the formulation of policies and measures for raising education funds, allocating education funds and investing in education infrastructure in the whole city; Responsible for statistics and monitoring the investment and use of the city's education funds; According to the relevant provisions of the management of Hongkong, Macao Special Administrative Region and Taiwan Province Province and foreign governments and organizations to our city's education assistance and education loans; Guidance and management of the city's financial assistance and student loans for students with financial difficulties; Guide and organize the implementation of the internal audit of the education system.

(seven) to coordinate and guide the education of ethnic minorities, and coordinate the educational assistance to ethnic minority areas and poverty-stricken areas.

(eight) to guide the ideological and political work, moral education, sports health, art education and national defense education in schools at all levels, and to guide and coordinate the stability of the education system.

(nine) according to the provisions of the "Teacher Law", within the scope of duties, in charge of the work of teachers in the city; Organize and guide the qualification identification, recruitment, job evaluation, training, deployment and exchange, file management, assessment, rewards and punishments of primary and secondary school teachers; In conjunction with relevant departments, study and formulate the establishment standards of schools at all levels in the city, and supervise the implementation; Guide the construction of talent team in the education system.

(ten) the overall management of all kinds of higher and secondary education entrance examination; Responsible for the employment guidance of college graduates and technical secondary school graduates; Participate in the reform of the employment system for graduates from institutions of higher learning and secondary specialized schools, and guide graduates from institutions of higher learning and secondary specialized schools to find jobs and start businesses.

(11) Organize and guide international educational exchanges and cooperation, make overall management of studying abroad, studying in China and running schools in cooperation with foreign countries, carry out educational cooperation and exchanges with Hongkong, Macao Special Administrative Region and Taiwan Province Province, and supervise and manage intermediary service agencies for studying abroad at their own expense in conjunction with relevant departments according to law.

(thirteen) Huaihua Municipal People's government education supervision office is responsible for the city's education supervision work, approved by the administrative establishment of 3, within the total administrative establishment of the Municipal Education Bureau.

(fourteen) the division of responsibilities for the employment management of college graduates. Employment guidance and services for graduates before leaving school shall be the responsibility of the Municipal Education Bureau; Employment guidance and services for graduates after leaving school shall be the responsibility of the Municipal Human Resources and Social Security Bureau; The employment policy for graduates is led by the Municipal Human Resources and Social Security Bureau and jointly formulated with the Municipal Education Bureau and other departments.
