After research, it is decided that the relevant provincial departments will authorize or entrust the Chengdu Management Committee of China (Sichuan) Pilot Free Trade Zone and the Management Committee of South Sichuan Lingang Area to implement 33 provincial management items. Decentralized projects shall take effect as of the date of promulgation of this decision, and shall be implemented by the district management committees; The entrusted project shall be implemented after the administrative commission of each district and the relevant provincial departments sign the administrative power of attorney. When the Chengdu Administrative Committee of China (Sichuan) Pilot Free Trade Zone and the Administrative Committee of South Sichuan Lingang District implement provincial-level management matters, they should formulate specific measures to strengthen post-event supervision and report them to the ministries and agencies and the office of China (Sichuan) Pilot Free Trade Zone for the record.

According to the needs of the reform and development of the Pilot Free Trade Zone, the provincial editorial office, in conjunction with the China (Sichuan) Pilot Free Trade Zone Office and other relevant units, can adjust the provincial management matters implemented by the Chengdu Management Committee of the China (Sichuan) Pilot Free Trade Zone and the Management Committee of the Lingang Area in southern Sichuan.
