According to the vacancy situation and work needs of provincial institutions, and in accordance with the relevant provisions of the Implementation Measures for Open Recruitment of Institutions in Shandong Province (Lu Renfa [2006] No.23) and the Notice on Open Recruitment of Newly Recruited Personnel in Provincial Institutions (Lu Renfa [2007] No.22), the relevant issues concerning open recruitment of staff in provincial institutions in 2008 are hereby notified as follows:
I. Organizing open recruitment
(A) the formulation of the recruitment plan
The recruiting unit shall, according to the annual recruitment plan and job requirements, prepare the annual recruitment plan of the unit, carefully fill in the Statistical Table of Open Recruitment of Staff in Provincial Institutions (see Annex), and report it to the competent department for the record according to the management authority after approval by the competent department. The recruitment plan should be compiled according to the needs of different grades and types of posts, mainly to make unified planning and arrangements on how to organize recruitment, information release, recruitment time, examination methods, examinations and physical examinations.
Recruitment organization
Open recruitment of new staff in provincial institutions should be organized in different ways according to different job levels and professional requirements.
The recruitment of junior professional and technical positions and junior management positions is carried out by combining written examination with interview. Recruitment information release, online registration and written examination are organized by the Provincial Personnel Department; Qualification examination, interview, physical examination and other work, under the guidance of the competent department of open recruitment of provincial institutions, is responsible for the recruitment unit or its competent department.
The recruitment of intermediate professional and technical posts, intermediate management posts and ground positions shall be carried out by combining professional written examination with interview. The recruitment unit or its competent department shall organize the implementation of the recruitment plan according to the prescribed procedures, and the recruitment information must be released to the public on the prescribed website and at the prescribed time. Among them, the recruitment of middle managers must be reported to the organization department of the provincial party Committee for the record and implemented according to the prescribed procedures.
For urgently needed high-level, short of professional talents and personnel with senior professional and technical positions or doctoral degrees, as well as positions that are not open or difficult to form competition due to confidentiality and special majors, with the approval of the competent department of open recruitment of provincial institutions, the recruiting unit or its competent department may organize recruitment by means of direct assessment or simplified procedures.
The recruitment of provincial colleges and universities is organized by itself after the recruitment plan is filed.
(3) Recruitment schedule
The open recruitment, time arrangement and recruitment procedures organized by the recruitment unit or its competent department shall be organized and implemented by stages and in batches according to the recruitment plan reviewed and filed, and completed within the year. The open recruitment of junior professional and technical posts and management posts organized by the competent departments of provincial institutions began in March and ended in July.

Scope and conditions of recruitment
Applicants should be under 40 years old (born after 1 April 19681day), have permanent residence in Shandong Province (full-time college graduates who have not been employed during the employment period are not restricted by their native place), and have the required basic conditions and job requirements.
On-the-job employees who apply for the exam should work in Shandong. Directional and entrusted training graduates must obtain the consent of the directional and entrusted training units before they can apply for the exam. Graduates from non-full-time colleges and technical secondary schools, servicemen in active service, persons who have received criminal punishment and have been expelled from public office, and those who are not allowed to be employed according to the law, are not allowed to apply for the exam. Candidates can't apply for positions where they should avoid kinship.
(2) Recruitment positions
Recruiting units determine recruitment positions according to the recruitment plan and job vacancies, fill in the Statistical Table of Open Recruitment of Staff in Provincial Institutions, and announce it to the public after being audited and summarized by the Provincial Personnel Department. The professional requirements required for recruitment positions should be clear and specific.
Easy to operate and define, and stipulate whether to allow similar professionals to apply for the exam; The same and similar positions of different recruitment units under the same competent department may be appropriately merged and centralized recruitment; The number of people who enter the interview for each position shall not be less than 1: 3, which shall be determined by the recruiting unit according to the recruitment plan. If 1 person is planned to be recruited for the recruitment position whose number of applicants does not reach the specified proportion after the registration, the recruitment plan shall be cancelled in principle; If more than 2 people are planned to be recruited, the plan shall be reduced accordingly according to the prescribed proportion. Once the recruitment plan is determined and announced to the public, it shall not be changed without the approval of the competent department of open recruitment of provincial institutions.
(3) Registration and qualification examination
1, register
The recruitment of junior professional and technical posts and junior management posts shall be conducted by unified time, online registration and online payment.

Specific measures are:
(1) Personal registration: applicants log on to the designated registration website (www.rsks.sdrs.gov.cn, Shandong Personnel Examination Information Network) to fill in and submit relevant personal information truthfully. Each person is limited to one post. If the applicant logs in to fill in the registration information many times before the preliminary qualification examination, the information filled in before the automatic replacement will be filled in for the last time. After the recruitment unit has passed the preliminary examination, the registration qualification cannot be changed.
(2) Preliminary examination of the unit: the recruiting unit designates a person to be responsible for the preliminary examination of qualifications, checks the online registration of the unit during the registration period, conducts the preliminary examination of the qualifications of the applicants the day before according to the information submitted by the applicants, and publishes the preliminary examination results online. Those who meet the requirements for registration shall not refuse to register; For those who do not meet the application conditions and fail the preliminary examination, the reasons shall be explained; If the submitted materials are incomplete, the missing contents shall be indicated and returned to the candidates for supplement. If the recruiting unit fails to process the information of the applicants within 2 working days (excluding the day of registration), it shall be deemed as having passed the preliminary examination. During the online registration period, the recruiting unit should announce the consultation telephone number and arrange a special person to be on duty to answer the candidates' consultation. For those who have passed the preliminary qualification examination, the recruiting unit shall keep the registration information of candidates for reference in the qualification examination.
(3) Online payment. After submitting the application information online, applicants can log on to the website to check the preliminary examination results of registration qualification from the next day to the deadline for inquiry. Those who have passed the preliminary qualification examination should log on to Shandong Personnel Examination Information Network (www.rsks.sdrs.gov.cn) from April 25th to 30th, 2008, and pay online. Failing to go through the online payment procedures within the time limit shall be deemed as giving up. After the payment is successful, download and print the Application Form for Open Recruitment of Provincial Institutions and the Letter of Commitment for the Integrity of the Staff of the Institutions (used during the interview), and log on to the website from May 13 to May 17, 2008 to download and print the admission ticket.
The examination fee standard is: 40 yuan for each subject per person.
2. Qualification examination
The qualification examination of candidates should run through the whole process of recruitment. After the list of interviewers is confirmed, the candidates who enter the interview should submit their own relevant certification materials, the registration form of open recruiters in provincial institutions, the letter of commitment for the integrity of the staff of the applicant institutions, and two recent bareheaded 1 inch photos. Relevant certification materials mainly include: non-fresh graduates, nationally recognized academic degree certificates, identity cards, household registration books, on-the-job personnel, and letters of introduction issued by departments or units with employment authority who agree to apply for the exam; Graduates who apply for jobs can graduate normally by submitting the certification materials issued by the competent department of employment of school graduates and the academic credentials issued by the administrative department of education of the school. Applicants who are qualified for the interview who fail to submit relevant materials to the recruiting unit 3 days before the interview shall be deemed to have abstained. After examination, those who do not meet the requirements for registration shall be disqualified from the interview with the approval of the competent department. Vacancies caused by waiver or disqualification shall be filled in turn according to the written test results.
(4) Examination contents and methods
The examination is divided into written examination and interview.
1, written test
The written test takes one subject, the subjects for non-medical and health candidates are basic knowledge, and the subjects for medical and health candidates are comprehensive basic knowledge. The examination questions are uniformly produced by the Provincial Personnel Department. The examination content of public security basic knowledge mainly includes national laws and regulations, political and economic theory, current affairs and political policies, public security management, scientific and technological knowledge, provincial conditions and other basic knowledge and comprehensive writing; The content of comprehensive basic knowledge examination is mainly composed of public basic knowledge and medical and health professional basic knowledge, which account for 40% and 60% of the whole examination score respectively. The professional basic knowledge is put forward according to four categories: medical treatment, drug testing, traditional Chinese medicine and nursing. The written test uses a percentage system to calculate candidates' scores. The minimum qualified score line for written examination shall be determined by the competent department of open recruitment of provincial institutions according to the number of applicants and the examination situation.
The written test shall be conducted by unified examination, unified standard and unified marking.
The written test time is 8: 30 am-11:00 on May 8.
Step 2 interview
The interview shall be organized and implemented by the recruiting unit or its competent department under the guidance of the competent department of open recruitment of provincial institutions according to the prescribed procedures. Candidates who have achieved the written test results will be interviewed from high score to low score according to the recruitment plan and recruitment position according to the proportion of recruitment information release. The recruitment plan will be cancelled for positions with vacancies in the number of qualified written tests; Those who fail to reach the required recruitment ratio shall be determined according to the actual qualified number. After the interviewer is confirmed, the employer will post it and inform me. The written test results are not brought into the interview, and the candidates who enter the examination scope are determined according to the interview results.
(5) Examination and physical examination
According to the interview results, according to the recruitment position, from high score to low score, the candidates who enter the examination and physical examination range are determined according to the ratio of not less than the number of recruits 1.2 times, and the examinations and physical examinations are organized in equal amounts in turn. Candidates whose interview results are tied in the same recruitment plan will be selected according to the written test results from high to low. Vacancies caused by unqualified personnel in examinations and physical examinations can be filled in equal amounts in turn from other personnel who have entered the examination scope of the same post. According to the actual needs, the examination and physical examination can be conducted or organized first. Physical examination should be carried out in the provincial hospital. Physical examination can refer to the general standards for civil servants' physical examination, unless otherwise stipulated by the state. The recruitment unit shall set up an assessment working group, which shall be responsible for the assessment work, and each group shall be composed of more than 2 staff members. The evaluation team shall seek truth from facts, comprehensively, objectively and fairly evaluate the evaluated object, and write a written evaluation opinion. The examination and physical examination shall be organized and implemented by the recruiting unit or its competent department.
(6) signing labor contracts
After passing the examination, assessment and physical examination, if there is no objection after 7 to 15 days of publicity, the employer or its competent department shall put forward employment opinions and report them to the provincial personnel department for the record. In line with the employment conditions, the Provincial Personnel Department issued the Notice of Recruiting Personnel of Public Institutions, and both parties signed the employment contract according to the regulations to establish the personnel relationship. The employed personnel shall implement the probation system according to the regulations, and they will be formally employed after the expiration of the probation period. Those who fail to meet the requirements will terminate the employment contract. The probation period generally does not exceed 3 months; Under special circumstances, it can be extended, but the longest period shall not exceed 6 months. The probation period can be extended to 12 months (including the employment period) if the employed personnel are college graduates.
Three. Supervision and inspection
Recruiting units should maximize the openness of government affairs, announce the progress of recruitment to the public in a timely manner, and make the recruitment information, process and results public, and accept the supervision of the society and the masses. The competent department of open recruitment of provincial institutions will actively cooperate with the discipline inspection and supervision departments, strengthen supervision and inspection of open recruitment, severely investigate and punish those who practice fraud and engage in malpractices for personal gain in the process of open recruitment, and resolutely correct them; For candidates who violate the open recruitment discipline, cancel the examination or employment qualification; Staff who violate the discipline of open recruitment shall be given corresponding punishment according to the seriousness of the case.
