Teacher Special Post Plan "Teacher Recruitment Implementation Plan"
Implementing the "special post plan for school teachers in rural compulsory education stage" (hereinafter referred to as the "special post plan") is an important measure for the central government to support rural education in western China, which is not only conducive to consolidating the achievements of "two basics" and alleviating the contradiction in the construction of rural teachers, but also conducive to innovating the supplementary mechanism for teachers and improving the quality of rural education. The "special post plan" guides and encourages college graduates to engage in rural education by openly recruiting college graduates to teach in compulsory education schools in the "two basics" counties in the west, gradually solving the problems of insufficient total number of rural school teachers and unreasonable structure, and improving the overall quality of rural teachers. In order to do a good job in the recruitment of teachers in this year's "special post plan", this plan is specially formulated.
I. Recruitment Plan
In 2009, the "Special Post Plan" in Guangxi Zhuang Autonomous Region was set up in rural junior high schools and primary schools respectively, and it is planned to recruit 4,403 teachers, including junior high schools 1.549 and primary schools 2,854. Second, the recruitment target and conditions
(1) recruitment target.
1. It is mainly composed of fresh graduates from normal colleges and other full-time colleges, and a small number of fresh graduates majoring in normal education are in short supply.
2. Full-time undergraduate graduates under the age of 30 who have obtained teacher qualifications and have certain practical experience in education and teaching.

1. Good political quality, love the socialist motherland, support the party's principles and policies, love education, strong sense of professionalism and responsibility, good conduct, law-abiding, good performance during school, and have not received any disciplinary action.
2. Meet the teacher qualification conditions and recruitment requirements.
3. Volunteers who have participated in the "Volunteer Service Plan for College Students in the West" and have teaching experience will give priority to graduates of normal universities who have participated in internship and teaching for more than half a year under the same conditions.
Three. Recruitment methods, procedures and time schedule
(1) Registration and qualification examination.
Recruitment registration and qualification examination are conducted online, and candidates submit registration materials and inquire the qualification examination results through the network.

4. Matters needing attention in registration and qualification examination:
(1) Applicants should be responsible for the authenticity of the information submitted online. Anyone who practices fraud, once verified, will be disqualified from the examination or employment.
(2) Applicants can only choose one position in a county to register; You can't register with both old and new ID cards. The ID cards used for registration and examination must be the same.
(3) Graduates who have reached the employment intention with Shegang County must go through the online registration procedures within the above-mentioned time range (those who do not go through the online registration procedures are deemed to have given up the application automatically).
(4) The recruitment organization department of the autonomous region conducts online qualification examination and publishes the examination results. The recruitment organization department and applicants in Shegang County can inquire whether they have passed the qualification examination within the inquiry time.
(2) recruitment.
1. Recruitment time: May 26th-June 26th, 2009.
2. Recruitment methods: Shegang counties can adopt various methods such as college graduates' double elections, organizing relevant departments to recruit in colleges and universities, and special job fairs. On a voluntary basis, college graduates outside the region apply to the relevant departments of Shegang County.
3. Recruitment considerations.
(1) Recruitment must be conducted in accordance with the principle of "openness, fairness, voluntariness and merit". It is necessary to strictly implement the relevant policies and regulations, accept the supervision of supervision departments and all sectors of society, and prohibit cheating and fraud in recruitment. Units and individuals that violate the regulations, once verified, will be severely dealt with according to regulations.

(4) Centralized training and examination.
All Hong Kong-related counties (cities, districts) shall conduct centralized training for candidates who have no objection after publicity for not less than 120 hours. After the training, the education administrative department of each county (city, district) shall, jointly with the personnel department at the same level, organize a special examination with reference to the recruitment method of public teachers, and those who pass the examination shall be issued with a training certificate, and those who have not obtained a teacher qualification certificate shall be recognized as teachers.
The training time and place shall be determined by each port-related county (city, district) and completed before August 3 1. The training funds shall be allocated by the autonomous region according to certain standards and the actual number of trainees in each port county (city, district).
(five) signed an employment contract, teaching posts.
The personnel department and the education administrative department of Shegang County sign employment contracts with the prospective employees who have passed the training examination and obtained the training certificate in accordance with the employment methods of public teachers, and are uniformly selected by the education administrative department of Shegang County to teach in Shegang School. Teachers employed must obey the unified arrangement, and those who fail to report or obey the arrangement within the specified time will be disqualified.

Four. Relevant policies
(1) According to the Notice of the Ministry of Education, the Ministry of Finance, the Ministry of Personnel and the Central Committee on Implementing the Special Post Plan for School Teachers in Rural Compulsory Education (Teacher [2006] No.2), the employment period of special post teachers is 3 years. During the employment period, the central government will arrange special funds for the salary expenses of special post teachers. Special post teachers shall implement the unified national wage system and standards during their employment. All Hong Kong-related counties should implement relevant policies in strict accordance with the spirit of the Notice on Further Strengthening the Management of Special Post Teachers in Rural Compulsory Education Schools in our region (Gui Teacher Fan [2007] No.57) and the Notice on Seriously Implementing Relevant Policies for Special Post Teachers in Rural Schools (Gui Teacher Fan [2008] No.7). Autonomous region in accordance with the relevant standards to subsidize counties (cities, districts) to carry out pre-service centralized training fees for special post teachers and other related expenses.
(II) Teachers with special posts enjoy the Notice of the General Office of the State Council Central Committee on Guiding and Encouraging College Graduates to Work at the Grassroots Level (No.200518) and the Notice of the Ministry of Personnel and other departments on Organizing College Graduates to Work in Supporting Agriculture in Rural Grassroots. Notice of medical support for poverty alleviation (Ministry of Civil Affairs [2006]16) and Notice of the Ministry of Finance and the Ministry of Education on Printing and Distributing the Interim Measures for Tuition Fees of College Graduates and National Student Loan Compensation (Cai Jiao Fa [2009]15).
(3) All Shegang counties recruit and manage special post teachers in accordance with the Measures for the Administration of Public Teacher Recruitment, and commend those who have made outstanding achievements and outstanding performances; Those who fail to perform their obligations according to the requirements of the contract should be criticized and educated in time to urge them to correct; For those who are not suitable to continue to work as teachers, we should adjust the teaching staff in time and cancel the relevant preferential policies they enjoy accordingly. Efforts should be made to create necessary working and living conditions for special post teachers and properly solve their worries.
(4) After the end of the three-year employment period, special post teachers who pass the examination and voluntarily stay in local schools must be implemented in specific schools with the teaching staff, and their salaries should be included in the local financial burden to ensure that they enjoy the same treatment as local public teachers. For those who choose a new job, the graduate employment departments and talent exchange service institutions of counties, districts and governments at all levels should provide convenient conditions and necessary help for them to choose a new job. After the expiration of the special post teachers' service, the job transfer shall be carried out in strict accordance with the Notice on Doing a Good Job of the Special Post Teachers' Service in Rural Compulsory Education Schools (Gui Jiao Fan [2009] No.21).
(five) during the employment period, the relationship between the special post teachers' accounts and files shall be handled in accordance with the relevant provisions of the state administration of public teachers.
Matters not covered in this plan shall be implemented in accordance with relevant policies and regulations. This scheme is explained by the Education Department, Finance Department, Personnel Department, and Editorial Office of the Autonomous Region.
