Regulations of Dalian Municipality on the Administration of Urban Environmental Sanitation

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and the Regulations of Liaoning Province on the Administration of Patriotic Health in order to strengthen the administration of urban environmental sanitation, maintain the cleanliness of cities and promote social and economic development and spiritual civilization construction. Article 2 The term "environmental sanitation management" as mentioned in these Regulations refers to the environmental sanitation management of urban space with the cleanliness of urban streets, roads, squares, public places, waters and other areas, the collection, removal, transit, treatment, disposal and comprehensive utilization of domestic garbage such as urban garbage and feces, and the planning, construction and management of urban environmental sanitation facilities as the main targets. Article 3 All units, citizens and transit personnel within the urban planning area and towns of Dalian shall abide by these regulations. Article 4 The principle of unified leadership, district management, professional management and mass management shall be implemented in urban environmental sanitation work.

Urban environmental sanitation management should gradually implement socialized services. Article 5 The municipal, district, city and county people's governments shall, in accordance with the national economic and social development plan and the overall urban planning, vigorously develop urban environmental sanitation, so as to make the urban environmental sanitation construction adapt to the national economic and social development and Dalian's urban status. Article 6 Dalian Urban Construction Management Bureau is the administrative department in charge of urban environmental sanitation of the Municipal People's Government, responsible for the planning, construction, comprehensive balance, guidance, coordination, supervision and inspection of urban environmental sanitation, and should strengthen the research, development, popularization and application of environmental sanitation science and technology, and strive to improve the level of urban environmental sanitation.

District, city and county construction administrative departments are the environmental sanitation administrative departments of the people's governments at the same level, and should do a good job in the construction and management of urban environmental sanitation within their respective jurisdictions according to the division of responsibilities.

Town and street offices shall designate personnel to be responsible for the environmental sanitation management in this area.

Urban and rural planning, environmental protection, health, industry and commerce administration, land management and public security departments at all levels shall assist the competent administrative department of environmental sanitation in the planning, construction and management of urban environmental sanitation.

People's governments at all levels in cities should strengthen publicity and education, popularize scientific and legal knowledge of urban environmental sanitation, constantly improve citizens' consciousness of observing environmental sanitation laws and regulations and paying attention to public health ethics, and enhance citizens' awareness of environmental sanitation civilization. Chapter II Maintenance and Management of Environmental Sanitation Article 7 The competent administrative department of urban environmental sanitation shall seriously organize the maintenance and management of urban environmental sanitation. Ensure that the urban environment is clean and tidy, and meet the environmental sanitation standards stipulated by the state and the province. Eighth cities prohibit the following acts:

(a) spitting and urinating;

(two) throwing cigarette butts, melon seeds, scraps of paper, paper money, packaging and other wastes;

(3) Discarding indoor and car wastes;

(four) burning paper, garbage and leaves in urban roads, garden squares, green spaces and other open places;

(5) Discarding garbage or dumping or spilling sewage or feces;

(six) other acts that hinder urban environmental sanitation. Article 9 No unit or individual may occupy or block the workplaces and passages used for garbage and excrement removal. If the garbage accumulation and excrement overflow are caused by blocking the removal channel, the responsible unit or person shall be responsible for removal, or the sanitation department may be entrusted to carry out paid removal. Tenth units or individuals shall be responsible for regular cleaning of buildings, structures, advertisements, windows, sculptures, green spaces and various outdoor facilities and their surroundings, and keep them clean and tidy. Article 11 urban garbage markets and stalls must be equipped with garbage containers, and ensure that their business premises and the areas of responsibility designated by the competent administrative department of environmental sanitation meet the prescribed environmental hygiene standards. Twelfth construction units and construction units are responsible for the environmental sanitation work in the construction area, and the wastes generated or scattered in the construction process must be removed in time, and the temporary facilities and stacked items on the construction site shall not interfere with the environmental sanitation; Vehicles entering urban roads and streets from the construction site shall have no dirt on their wheels.

After the completion of the project, the site should be repaired in time, and the garbage and residual soil should be removed to ensure the cleanliness of the site after completion.

All units digging roads should take measures to protect environmental sanitation during construction; After the completion of the project, the muck should be removed in time to clean up the road after work. Thirteenth in the city, the maintenance and dredging of sewers, drainage wells, paving sidewalks and pruning sidewalks trees and other operations of dirt, branches and other garbage must be removed with the production. Fourteenth units and individuals in celebration and other activities, scattered colored paper, promotional materials, packaging paper and other waste, must be cleaned up immediately. Fifteenth city passenger motor vehicles and waste, should be centralized treatment, shall not be discarded along the way. Animal-drawn vehicles allowed to enter the urban area after approval must enter the urban area according to the prescribed time and route, and ensure that the vehicle capacity is clean and tidy, and livestock manure shall not fall to the ground. Article 16 Transport vehicles transporting fluids, loose bodies and garbage in urban areas shall take measures such as sealing, bundling and covering in accordance with regulations to prevent leakage, scattering and flying along the way. When the car leaves, the loading dock should be empty. Seventeenth environmental sanitation work units should strengthen the responsibility area and roads, streets, public places and other cleaning work. Main roads, busy streets and public places should be watched by special personnel, so that they can be swept in the morning and transported at night, and kept clean and tidy at any time.

It is forbidden to sweep garbage into drainage wells, sewers, etc.
