At the same time, the "substitute class" who signed up for the exam requires to substitute classes in rural public primary and secondary schools (including county and town schools) in Gansu Province, and is still in the post of teacher, with college degree or above and teacher qualification. According to the relevant person in charge of the Education Department of Gansu Province, in the 1990s, there were more than 55,000 substitute teachers in Gansu. Since 2003, according to the principle of "who hires, who retires and who subsidizes", the local government has issued policies to gradually solve the problem of substitute teachers. From 20 10, Gansu will include qualified in-service substitute teachers in the recruitment scope of rural public primary and secondary school teachers.
