Article 1 In order to strengthen fire control management, protect citizens' personal, public property and the safety of citizens' property, and maintain public safety, these Provisions are formulated in accordance with the provisions of the Fire Prevention Law of People's Republic of China (PRC) and relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 The Municipal People's Government shall take measures to strengthen the supervision and management of maritime fire control, clarify the division of responsibilities, and establish and improve the responsibility system for maritime fire control safety. Article 3 People's governments at all levels shall strengthen the construction of fire control organizations, support and encourage organs, organizations, enterprises, institutions, streets (towns) and communities (villages) to establish volunteer fire brigades, and enhance their self-defense and self-rescue capabilities. The fire department of the public security organ shall strengthen the training and guidance for the obligatory fire brigade.

The fire control institutions of public security organs may openly recruit contract firefighters with the approval of the Municipal People's Government. Contract firefighters are managed by the fire control institutions of public security organs in a unified way, and participate in fire fighting and other disaster and accident rescue work. The funds required for contract firefighters are included in the financial budget of the municipal and district people's governments. Article 4 A directory management system for key fire safety units shall be implemented. The fire control institutions of public security organs announce the list of key units of fire control safety to the society every year. Key units of fire safety shall report the implementation of fire safety responsibilities in the previous year to the fire control institutions of public security organs for the record in the first quarter of each year. Fifth construction projects should install and use qualified fire protection products that meet the requirements of the state.

Where unqualified fire protection products are used in crowded places, it shall be implemented in accordance with relevant state regulations. When the fire control institutions of public security organs carry out fire control supervision and inspection in non-crowded places, if they find that the fire control products to be installed and used in construction projects are unqualified, they shall be informed in writing that they shall not be used; Fire protection products that have been installed and used are unqualified, and shall be ordered to make corrections within a time limit. Article 6 In case of any of the following circumstances, the construction unit shall submit relevant materials according to the requirements of the object of spot check for the record, and accept the inspection by the fire department of the public security organ:

(a) underground construction projects with a construction area of more than 5000 square meters;

(two) residential buildings with a building height of more than fifty meters. Article 7 For a construction project that should apply to the fire control institution of the public security organ for fire control design audit according to law, the construction unit shall submit the fire control design documents of the construction project to the fire control institution of the public security organ for audit, and the fire control institution of the public security organ shall put forward written audit opinions within eight working days; After the completion of the construction project, the construction unit shall declare the fire control acceptance to the fire control institution of the public security organ; The fire control institution of the public security organ shall make an acceptance conclusion within fifteen days from the date of receiving the fire control acceptance materials.

For a construction project that should be put on record for fire protection design and completion acceptance according to law, the construction unit shall put on record for fire protection design and completion acceptance within seven working days from the date of obtaining the construction permit and passing the project completion acceptance; Changes in fire protection design should be re-filed. The fire control institution of the public security organ shall conduct spot checks and publish the inspection results within fifteen days from the date of filing and acceptance. Article 8 The construction unit shall perform the duties of fire safety on the construction site, set up temporary fire lanes and temporary fire water supply system in accordance with regulations, and keep the fire lanes unblocked and the fire water supply system intact and effective. Ninth buildings and places in the construction or renovation meet the mandatory requirements of fire technical standards, but there are fire hazards that really need to be corrected in accordance with the mandatory requirements of the current fire technical standards, and the fire control institutions of public security organs shall order them to make corrections within a time limit; Serious harm to public safety, shall be ordered to stop using, and announced to the public. Article 10 The owners or entrusted managers of fire-fighting facilities and equipment shall organize regular inspections and maintenance to ensure that the fire-fighting facilities and equipment are in good condition and effective.

Units equipped with automatic fire-fighting systems shall, in addition to having the corresponding maintenance capabilities, entrust fire-fighting maintenance institutions with corresponding qualifications to maintain the automatic fire-fighting systems, and conduct inspection and testing at least once a year. Maintenance contracts and test reports shall be reported to the fire control institutions of public security organs for the record. The fire control institution of the public security organ shall conduct spot checks.

Buildings and places with fire control rooms shall implement a 24-hour duty system. Article 11 The owner or user of a building with divided ownership that has been delivered for use shall be responsible for the fire safety of its exclusive parts and exclusive parts. Property management has been implemented, and the owners, users and property service enterprises are responsible for the fire safety of common parts in accordance with laws, regulations and these Provisions; Without the implementation of property management, the owners or users shall negotiate on the fire safety responsibility of the shared part of the building, establish a fire safety coordination organization, and fulfill the fire safety responsibility. Twelfth building owners or users shall perform the following duties of fire safety:

(a) to comply with the provisions of the relevant state laws, regulations and rules on fire control;

(two) maintenance, maintenance of its own proprietary, dedicated parts of the fire facilities and fire equipment, to ensure good and effective;

(three) entrusted by the property management, cooperate with the property service enterprises to do a good job in fire safety management and eliminate fire hazards.

The owners' congress and the owners' committee shall assist the realty service enterprise in urging the owners or users to perform the duties of fire control safety, and inspect and supervise the performance of the duties of fire control safety by the realty service enterprise.
