Administrative organs directly under Xiamen Environmental Protection Bureau.

The Municipal Environmental Protection Bureau consists of six directly affiliated branches, namely Siming, Huli, Jimei, Haicang, Tongan and Xiang 'an, all of which are called "XX Branch of Xiamen Environmental Protection Bureau", and the organization specifications are at the level.

Main responsibilities:

(a) to implement the principles, policies, laws, regulations and standards of environmental protection and ecological civilization construction, and to assist the district government in formulating plans and plans for environmental protection and ecological civilization construction in its jurisdiction; Participate in the formulation of long-term plans for economic and social development within the jurisdiction; Assist the district government to formulate urban and rural environmental improvement plans, coordinate the comprehensive quantitative assessment of urban environment within its jurisdiction and the mayor's environmental protection target responsibility system.

(two) to examine and approve the environmental impact assessment documents of new construction, expansion and reconstruction projects within the jurisdiction according to law; Responsible for the "three simultaneities" supervision of environmental protection of construction projects and the completion acceptance of environmental protection facilities.

(three) to assist the district government to organize and implement the total emission control of major pollutants in its jurisdiction and formulate annual emission reduction plans; Responsible for environmental statistics and pollution source investigation in the jurisdiction; Organize and inspect the construction and operation of pollution control and online monitoring facilities; Carry out environmental law enforcement, punish environmental violations according to law and order them to be treated within a time limit; Responsible for environmental monitoring within the jurisdiction; Organize the implementation of sewage declaration and registration, sewage charges and other systems; Participate in cleaner production audit.

(four) to organize the formulation of emergency plans for environmental safety in the area, and supervise the implementation; Supervise the formulation and implementation of environmental safety emergency plans for key industrial enterprises; Participate in and coordinate the emergency management and disposal of environmental emergencies in the jurisdiction; Coordinate the disposal of environmental pollution accidents, pollution disputes and complaints in the jurisdiction.

(five) to supervise the protection and construction of the ecological environment in this area; Supervise the protection of rural ecological environment and guide the construction of ecological demonstration areas; Supervise the remediation of water pollution and ecological damage in river basins and other waters within their jurisdiction.

(six) responsible for the supervision of industrial solid (hazardous) waste business units, the implementation of hazardous waste transfer management system; Assist the superior to guide the prevention and control of nuclear and electromagnetic radiation pollution in the jurisdiction, and supervise the disposal process of abandoned radioactive sources and radioactive wastes; Handling of suggestions and proposals on environmental protection by the National People's Congress and CPPCC.

(seven) to guide and coordinate the publicity and education of environmental protection in schools and society within the jurisdiction, and to carry out environmental protection public welfare activities; To undertake other environmental protection work assigned by the Municipal Bureau and the district government.
