On the recruitment of civilian personnel in the army

The current composition of military personnel: 1, officers (administrative officers, technical officers), 2 civilian cadres (administrative civilian cadres, technical civilian cadres), 3 non-commissioned officers, soldiers, 4 workers (soldiers). At present, civil servants are recruited for the society. Note that they are not cadres, nor soldiers or workers. They are not active soldiers. They are better paid than soldiers, but they can't catch up with non-commissioned officers, about 2000. They wear active clothes and civilian cadres' epaulettes, but they don't have name tags and qualification tags. Employees belonging to the army can be dismissed because of poor performance, expiration of contracts or the needs of the army, which has nothing to do with the army.
