Notice of the General Office of the People's Government of Yunnan Province on Issuing the Interim Measures for the Administration of Recruitment Advertisements in Yunnan Province

Article 1 In order to strengthen the management of recruitment advertisements in our province and promote the healthy development of the talent market in our province, these measures are formulated in accordance with the People's Republic of China (PRC) Advertising Law, the Regulations on Advertising Management, the Regulations on Yunnan Talent Market and the Notice of the Ministry of Personnel on Strengthening the Management of Talent Recruitment, combined with the actual situation in our province. Article 2 These Measures shall apply to job advertisements published within the administrative area of this province through newspapers, radio, television, street signs, windows, printed matter, neon lights and other forms. Article 3 The term "recruitment advertisements" as mentioned in these Measures refers to the advertisements for hiring managers and technicians with technical secondary school education or various titles, who have been engaged in professional or managerial work for more than three years, and other professionals with professional skills, as well as information conferences on talent supply and demand, talent exchange fairs, etc. Article 4 A job advertisement shall conform to the laws and regulations of the state on advertising management and personnel work, and its contents shall be true, lawful and accurate, and it shall not deceive or mislead the candidates in any form. Article 5 Recruitment advertisements shall be subject to the examination, approval and filing system. Talent recruitment units shall go through the examination and approval procedures according to the following procedures:

(1) The recruiting units are the provincial units stationed in Kunming and the units stationed in Kunming by the central state ministries and commissions, as well as enterprises registered in the Provincial Administration for Industry and Commerce, and submitted to the Provincial Personnel Department for examination and approval. If the above recruitment unit is not in Kunming, it shall be reported to the local personnel administrative department for examination and approval;

(2) If the recruiting unit is located in the territory (city) or county (city, district), it shall be reported to the personnel administrative department of the prefecture (city, district) for approval respectively;

(three) other recruitment units were reported to the local personnel administrative department at or above the county level for approval;

(four) the recruitment of units across the province shall be approved by the personnel administrative department at or above the county level where the recruitment unit is located, and then audited by the personnel administrative department at or above the county level where the recruitment activity is located. Recruitment outside the province, approved by the provincial personnel department;

(5) Units recruited from Yunnan Province shall be submitted to the Provincial Personnel Department for examination and approval after being examined and approved by the personnel administrative department at or above the county level where the recruiting unit is located or the talent service institution to which it belongs. Article 6 When handling the examination and approval procedures for job advertisements, a recruiting unit shall, in addition to filling out the Application Form for Publishing Job Advertisements, provide the following supporting materials:

(a) a copy of the business license of the recruiting unit or a copy of the business license stamped with the seal of the original registration authority; Administrative organs, institutions and social organizations are required to submit the approval documents and photocopies of the organizational department when the unit is established;

(2) recruiting advertising manuscripts;

(three) submit the approval documents of the personnel administrative department at or above the county level or the subordinate talent service institution where the recruiting unit is located;

(4) Other documents required by laws and regulations on advertising management. Seventh "talent recruitment advertising approval application form" printed by the Provincial Department of personnel. If the personnel administrative examination and approval department agrees to publish the recruitment advertisement, it shall fill in the advertisement examination and approval number. The format of the advertisement examination approval number is "×××××××××××××××××". The first word stands for review, and the provincial personnel department is referred to as "cloud", and all localities and counties (cities) adopt abbreviations respectively; The words in brackets represent the review year, and the last four words represent the advertisement approval number. The validity period of the recruitment advertisement approval number is one year. Article 8 Recruitment advertisements under any of the following circumstances shall not be published:

(a) without the approval of the personnel administrative department at or above the county level;

(2) Forging, altering, embezzling or illegally copying the advertisement examination certificate;

(3) The validity period of the examination and approval certificate expires;

(four) did not indicate the approval number of the advertisement examination;

(five) the advertising supervision and management organs put forward examination suggestions;

(six) the advertising supervision and management organs put on record for investigation. Article 10 Where the relevant administrative measures promulgated by various localities conflict with these measures, these measures shall prevail.
