Regulations of Nanning Municipality on Urban Water Supply (revised in 2005)

Chapter I General Provisions Article 1 In order to strengthen the management of urban water supply, develop urban water supply undertakings, and ensure urban water for life, production and other construction, these Regulations are formulated in accordance with relevant laws and the Regulations of the State Council Municipality on Urban Water Supply, combined with the actual situation of this Municipality. Article 2 The term "urban water supply" as mentioned in these Regulations refers to urban public water supply, self-built facilities water supply and secondary water supply. Third units and individuals engaged in and using urban water supply within the administrative area of this Municipality must abide by these regulations. Article 4 The administrative department in charge of construction in Nanning is the administrative department in charge of urban water supply in this Municipality, and is responsible for organizing the implementation of these Regulations.

The administrative department of construction of the municipal people's government is the administrative department of urban water supply within its jurisdiction, and its business is guided by the administrative department of urban water supply. Article 5 The municipal and county people's governments shall commend and reward the units and individuals that have made remarkable achievements in urban water supply. Chapter II Water Supply Sources Article 6 The development and utilization plan of urban water supply sources is jointly formulated by the municipal and county people's governments and the administrative departments of urban water supply and planning, water conservancy and environmental protection in accordance with the principle of giving priority to ensuring domestic water and giving overall consideration to industrial water and other water, and is an integral part of the urban water supply development plan. Article 7 All acts of polluting water sources are prohibited. The competent administrative department of environmental protection shall, jointly with relevant departments, do a good job in the protection of urban water supply sources. Article 8 The municipal and county people's governments shall set up obvious signs and publicity columns at the boundary of urban water supply source protection areas. Urban water supply enterprises should strengthen the protection and management of water sources near their water intakes. Chapter III Construction of Water Supply Projects Article 9 The construction, reconstruction and expansion of urban water supply projects shall not violate the urban water supply development plan and the annual construction plan. Article 10 The design, construction and supervision of urban water supply projects must be undertaken by design, construction and supervision units with corresponding qualification certificates, and comply with relevant national technical standards and norms. It is forbidden to undertake the design, construction and supervision tasks of water supply projects without a license or beyond the scope specified in the qualification certificate. Article 11 The equipment, pipes and fittings used in urban water supply projects shall meet the quality standards stipulated by the state, and products prohibited by the state and local governments shall not be used. Chapter IV Maintenance of Water Supply Facilities Article 13 Urban public water supply facilities except the user's total water meter (including the total water meter) shall be managed and maintained by urban water supply enterprises, and those within the user's total water meter shall be the responsibility of property owners or management units.

The ancillary facilities such as pipes and valves installed by users for outdoor connection with urban public water supply shall be uniformly managed and maintained by urban water supply enterprises from the date of acceptance. Article 14 Urban water supply enterprises shall regularly inspect and maintain the facilities such as water intakes, water diversion channels, special reservoirs, pumping stations, well groups, water purification plants, water transmission (distribution) pipelines and user water meters under their management to ensure safe operation. Article 15 When any unit or individual discovers the damage or leakage of urban public water supply facilities, it shall promptly report to the urban water supply enterprise or the property right unit of water supply facilities, and the urban water supply enterprise or the property right unit of water supply facilities shall repair it as soon as possible after receiving the report. Article 16 The property right unit or management unit of secondary water supply facilities shall regularly clean all kinds of water storage facilities under its management, and the pool used for secondary water supply of drinking water shall be cleaned and disinfected at least once every six months to ensure safe water supply. Seventeenth any unit or individual shall have the following acts:

(1) Digging for earth or building buildings or structures within the above-ground and underground safety protection scope of urban public water supply pipelines and their ancillary facilities;

(two) connecting the water supply pipe network system of self-built facilities with the urban public water supply pipe network system without authorization;

(three) the unit that produces or uses toxic and harmful substances directly connects its production water pipe network system with the urban public water supply pipe network system;

(four) directly pumping water on the urban public water supply pipeline;

(five) the use of water supply pipelines instead of lightning protection devices or grounding wires;

(six) unauthorized opening and closing, relocation, alteration, relocation, demolition of urban public water supply facilities;

(seven) other acts endangering the safety of urban water supply facilities. Eighteenth it is forbidden to connect the self-built water supply pipe network system with the urban public water supply pipe network without authorization. If the connection is really necessary due to special circumstances, it must be approved by the city tap water supply enterprise and take necessary protective measures at the pipeline connection. Article 19 If it is really necessary to refit, dismantle or relocate urban public water supply facilities due to engineering construction, the construction unit must report to the competent department of urban water supply administration and the competent department of planning administration for approval, and agree with the urban water supply enterprise on corresponding remedial measures, and the required expenses shall be borne by the construction unit. Twentieth involving the construction of urban public water supply facilities, the construction unit or the construction unit shall find out the underground water supply pipe network from the urban water supply enterprises. If the construction affects the safety of urban public water supply facilities, the construction unit shall agree with the urban water supply enterprises on corresponding protection measures, and jointly organize the implementation with the construction unit.
