Regulations of Changchun Municipality on Urban Management

Chapter I General Provisions Article 1 In order to standardize urban management, improve the level of urban public services and create a safe, civilized and livable urban environment, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the urban management activities within the urban urbanization management area of this Municipality.

The areas under urbanization management shall be demarcated and adjusted by the District People's Government and announced to the public.

The term "urban management" as mentioned in these Regulations refers to the activities of the municipal and district people's governments and their relevant departments to manage city appearance and environmental sanitation, municipal public facilities, landscaping and public affairs and order related to urban management. Article 3 Urban management follows the principles of people-oriented, scientific and efficient, governance according to law, consistency of rights and responsibilities, and collaborative innovation. Article 4 Urban management shall be under the unified leadership of the Municipal People's Government, and the municipal and district people's governments shall be responsible at different levels, giving priority to districts, with the cooperation of departments and social participation. Article 5 The municipal and district people's governments shall incorporate urban management into the national economic and social development plan, formulate urban management objectives and annual plans, incorporate urban management funds into the fiscal budget at the same level, and adapt to the speed and scale of urban development. Article 6 The municipal and district people's governments and their relevant departments shall strengthen the publicity and education of urban management, enhance the public's awareness of urban civilization and improve the level of urban civilization.

Trade unions, the Communist Youth League, women's federations and other mass organizations should give full play to their respective advantages and extensively carry out publicity, education and practical activities with the theme of urban civilization. Seventh citizens, legal persons and other organizations should maintain the urban environment and public order, and have the right to discourage or report violations of urban management regulations. Chapter II Management Responsibilities Article 8 The municipal and district people's governments shall set up urban management committees to guide, coordinate, assess and supervise urban management, hold regular working meetings, study and solve major problems in urban management, and make decisions on major issues in urban management according to law.

The office of the Urban Management Committee is located in the urban management department and is responsible for the daily work of the Urban Management Committee. Article 9 Relevant departments of urban management shall perform their responsibilities of urban management according to the following division of labor:

(a) the urban management department is responsible for the city appearance and environmental sanitation, urban management administrative law enforcement, urban management digital construction and other aspects of urban management;

(two) the planning and natural resources department is responsible for the implementation of urban planning, land use and other aspects of urban management;

(three) the forestry and landscape departments are responsible for the urban management of urban green space and landscaping facilities;

(four) the ecological environment department is responsible for the prevention and control of environmental pollution and urban management;

(five) the water department is responsible for the management of urban dikes and rivers;

(six) the urban and rural construction department is responsible for the urban management of housing construction and municipal infrastructure construction sites, as well as the operation and maintenance of municipal public facilities;

(7) The public security organs are responsible for the urban management of traffic order of motor vehicles and non-motor vehicles, parabolic objects outside vehicles, parking in occupied areas, urban dog raising, social noise, fireworks and firecrackers.

(eight) the transportation department is responsible for the urban management of passenger transport and its stations, the operation and supervision of freight vehicles, the operation and supervision of motor vehicle maintenance industry, and the management of bus facilities such as bus shelters and bus stops;

(nine) the civil affairs department is responsible for city funeral, vagrancy and begging and place name management;

(ten) the housing security and housing management department is responsible for the urban management of urban property and housing safety;

(eleven) development and reform, communications, commerce, emergency management, market supervision, government services and digital construction and other urban management departments, in accordance with their respective responsibilities, do a good job in urban management.

For matters with overlapping functions and unclear responsibilities in urban management, the office of the Urban Management Committee shall report to the Urban Management Committee for determination. Tenth street offices and township (town) people's governments are responsible for organizing and implementing the specific work of urban management within their respective jurisdictions, and guiding and urging communities, villagers' committees and relevant units to carry out urban management-related work. Eleventh Yitong River, railway station and other regional management institutions shall be responsible for the daily urban management within the scope of their respective duties, and may be entrusted by the relevant departments of urban management to exercise relevant functions and powers. Article 12 The District People's Government shall establish a responsibility system for urban management, clarify the specific responsible subjects and organize the implementation of urban management within its jurisdiction, implement localized management of urban management matters, and shift the focus of urban management work downward. Thirteenth urban management departments should innovate the working mechanism of urban management, establish effective communication and contact channels with social organizations, and encourage the public to participate in urban management by recruiting supervisors and volunteers.

Enterprises, institutions, social organizations and the public should actively cooperate with the relevant work of urban management. Chapter III Management Standards and Requirements Article 14 The management of urban roads and bridges shall meet the following requirements:

(a) the road surface is smooth and intact, without pits, cracks, bulges, overflows, landslides, etc. Get timely repair;

(2) Fill or repair the defects of inspection wells, valve wells, drainage wells and other facilities of various pipelines in time;

(three) poles, guardrails, boxes and other facilities and equipment attached to urban roads and bridges meet the national standards and the relevant provisions of urban management;

(4) Fences, warning signs and lighting shall be set up at the construction site of urban road excavation, and shall be restored to the original state as required after completion.
