Chapter 1 General Provisions Article 1 In order to strengthen the management of water conservancy project construction supervision engineers, these measures are formulated in accordance with the "Water Conservancy Project Construction Supervision Regulations". Article 2 The term "supervision engineer" as mentioned in these Measures refers to those who have passed the unified national water conservancy project construction supervision qualification examination, obtained the "Water Conservancy Project Construction Supervision Engineer Qualification Certificate" upon approval, and obtained the "Water Conservancy Project Construction Supervision Engineer Qualification Certificate" upon registration. 》Project construction supervisors. Article 3 Persons who have not obtained the qualification certificate for supervision engineers or who have obtained the qualification certificate for supervision engineers but are not registered shall not engage in water conservancy project construction supervision business in the name of supervision engineers. Article 4 The Ministry of Water Resources is responsible for the qualification examination, approval and registration management of water conservancy project construction supervision engineers nationwide.

Each river basin agency is responsible for organizing the qualification examination, preliminary qualification review and registration management of supervision engineers of the units affiliated to the basin agency.

The water conservancy (hydropower) departments (bureaus) of each province, autonomous region, and municipality directly under the Central Government are responsible for organizing the qualification examination, preliminary qualification review, and registration management of supervision engineers within their respective administrative regions. Chapter 2 Supervision Engineer Qualification Approval Article 5 The supervision engineer qualification examination shall be conducted under the unified guidance of the Water Conservancy Project Construction Supervision Qualification Review Committee of the Ministry of Water Resources. Article 6 The Construction Supervision Qualification Review Committee of the Ministry of Water Resources is the organization responsible for the national water conservancy project construction supervision qualification review. It has an office under it. The office is located in the Construction Department of the Ministry of Water Resources and is responsible for the daily work of the qualification review of supervision engineers. Article 7 The main tasks of the Construction Supervision Qualification Review Committee Office of the Ministry of Water Resources are:

1. Formulate the supervision engineer qualification examination syllabus and relevant requirements; 2. Issue the supervision engineer qualification examination notice ;

3. Determine the exam propositions and propose exam passing standards;

4. Accept exam applications and review exam qualifications;

5. Organize exams and mark papers ;

6. Report work status to the Construction Supervision Qualification Review Committee of the Ministry of Water Resources. Article 8 Those who participate in the supervision engineer qualification examination must meet the following conditions:

1. Have a senior professional and technical title, or have more than three years of practical experience in water conservancy project construction after obtaining an intermediate professional and technical title;

2. Pass the supervision engineer training course recognized by the Ministry of Water Resources and obtain a completion certificate. Article 9 Anyone who takes the Supervision Engineer Qualification Examination must fill in the "Water Conservancy Project Construction Supervision Engineer Qualification Application Form", and the application will be reviewed by the unit based on the affiliation:

1. Application from the unit affiliated to the river basin agency The form will be initially reviewed by the river basin agency;

2. The application form from the local affiliated unit will be initially reviewed by the water conservancy (hydropower) department (bureau) of the province, autonomous region, or municipality directly under the Central Government.

After passing the preliminary review, submit it to the Office of the Construction Supervision Qualification Review Committee of the Ministry (application forms for units directly under the Ministry will be initially reviewed by this unit). Only after review and approval can you take the exam. Article 10 Those who pass the qualification examination for supervision engineers will be reviewed by the Construction Supervision Qualification Review Committee of the Ministry of Water Resources, and a list of those who meet the qualifications of supervision engineers will be proposed. After being submitted to the Ministry for approval, a "Qualification Certificate for Water Conservancy Project Construction Supervision Engineers" will be issued. Chapter 3 Supervision Engineer Registration Management Article 11 The Ministry of Water Resources is the national water conservancy project construction supervision engineer registration management agency, and the registration work is uniformly deployed by the Ministry of Water Resources.

The Construction Department of the Ministry of Water Resources is the registration authority for supervision engineers of supervision units under the Ministry.

Each river basin agency is the supervision engineer registration authority for the supervision unit affiliated to the basin agency.

The water conservancy (hydropower) departments (bureaus) of each province, autonomous region, and municipality directly under the Central Government are the supervision engineer registration authorities for the supervision units affiliated to their respective administrative regions. Article 12 Those who apply for registration as supervision engineers must meet the following conditions:

1. Have obtained the "Qualification Certificate for Water Conservancy Project Construction Supervision Engineers"; 2. Be in good health and be competent for the project On-site work for construction supervision. Article 13 To apply for the registration of a supervision engineer, the applicant must fill in the "Application Form for Registration of Supervision Engineers for Water Conservancy Project Construction". The supervision unit shall submit an application to the registration authority according to the affiliation. After receiving the application, the supervision engineer registration authority shall comply with Article 10 of these Measures. The provisions of Article 2 will be reviewed, those who meet the conditions will be registered, and a "Water Conservancy Project Construction Supervision Engineer Position Certificate" will be issued, and a "Water Conservancy Project Construction Supervision Engineer Registration Approval Letter" will be issued to the supervision unit and reported to the Ministry of Water Resources for record.

Article 14 Supervision engineers can only register with one supervision unit and work in supervision projects undertaken by that unit. Supervision engineers shall not privately undertake project construction supervision business in their own names. Article 15 The registration authority shall review the holders of the "Water Conservancy Project Construction Supervision Engineer Position Certificate" every two years. For those who do not meet the conditions, their registration will be canceled and their "Water Conservancy Project Construction Supervision Engineer Position Certificate" will be withdrawn. The review results shall be reported to the Ministry of Water Resources for record. Article 16 If a supervision engineer withdraws, transfers out of the supervision unit or is dismissed, he must return his "Water Conservancy Project Construction Supervision Engineer Position Certificate" to the original registration authority to have his registration cancelled. If you continue to engage in supervision business, you must apply for registration again. Article 17 Current staff of state administrative agencies and public institutions with administrative functions shall not apply for registration as supervision engineers. Article 18 Supervision engineers who violate these Measures shall be dealt with in accordance with the relevant provisions of Chapter 6 of the "Regulations on Supervision of Water Conservancy Project Construction".
