In order to ensure the smooth enrollment of public and private kindergartens in autumn in our district, according to the relevant provisions of the Regulations on Kindergarten Management, the Regulations on Kindergarten Work, and the Notice of Xiamen Education Bureau on Printing and Distributing the Opinions on Enrollment of Autumn Kindergartens in Xiamen (No.2016), combined with the actual situation in our district, this enrollment opinion is formulated.

First, the principle of enrollment

Public kindergartens adhere to the principle of "dicing enrollment and entering the park nearby", and organize school-age children in the enrollment area to enter the park on time, without trial. In principle, all private parks enter the park nearby.

Second, the enrollment target

School-age children (born before August 3, 2065438+20031) registered or temporarily staying in this area and meeting the policy requirements.

Third, the registration time

The registration time of all kinds of kindergarten freshmen in the whole district is determined as August 13 (Saturday). Without the approval of the District Education Bureau, citizens are not allowed to enter the kindergarten in advance.

Fourth, the enrollment process.

All public kindergartens should post the enrollment announcement in the designated enrollment area on August 7th (Sunday) and report the enrollment announcement to the education department for the record. After verification by the household registration book, they can be regarded as the enrollment targets in this area.

3. The deadline for students to register in this district is August 13 (Saturday). Parents of school-age children who have registered after the expiration of the registration period should contact the kindergarten themselves.

4. Students whose household registration and residence are separated due to the government's demolition construction can apply for admission to kindergartens in the area where the government arranges their residence with the demolition agreement signed with the government and other relevant certificates.

(3) The father (mother) has participated in the social insurance payment certificate of our city for more than 1 year as required, and the deadline for printing the certificate is 12 August, and parents can print it at the local taxation bureau;

(4) proof of compliance with the national population and family planning policy. Parents can go to the neighborhood committees and village committees where they live temporarily.

(4) Admission

1. Public kindergartens should be admitted after checking the materials provided by the enrollment objects in the area.

2. Private kindergartens that are included in the classified fee management should give priority to the following two types of children: (1) school-age children with household registration in this city; (2) School-age children whose parents have temporarily stayed in Jimei in the past year, worked in Xiamen and participated in social security in our city, which is in line with the family planning policy.

(2) Strictly implement the enrollment plan. All kindergartens should enroll students in strict accordance with the enrollment plan approved by the District Education Bureau, and unregistered kindergartens are not allowed to enroll students without authorization. Kindergarten should strictly control the class size. If it is necessary to break through the class number or increase the class number due to special circumstances, it must be approved by the District Education Bureau. Kindergartens can only accept cross-film applicants if they ensure the completion of district enrollment tasks and the balance of class size.

(three) confirm the list of kindergartens with limited fees. The District Education Bureau will announce to the public the list of private kindergartens that accept graded fee management before July 30.

The existence of false propaganda and social impact, shall be investigated for legal responsibility according to law. Each park should charge fees in strict accordance with the permitted items and standards, and report the enrollment situation to the District Education Bureau for the record every academic year. Private kindergartens that accept graded fee management should examine the qualifications of children who meet the financial subsidy conditions when enrolling students. According to the examination results, they should charge limited fees according to the standard of teaching fees agreed in the agreement signed with the District Education Bureau, and report the examination results to the District Education Bureau for examination. Kindergartens should first review the fees.

(five) to do a good job of disabled children in the park. The problems between kindergartens in the district are decided by the district education bureau, and the problems between kindergartens in different districts that are still controversial after coordination are decided by the municipal education bureau.
