Recruitment procedures for foreign teachers

All domestic units employing foreign cultural and educational experts must have the qualifications to employ foreign cultural and educational experts, which shall be examined and approved by the administrative department of the relevant local government and reported to the State Administration of Foreign Experts Affairs for approval. The procedures for applying for the qualification of foreign cultural and educational experts are as follows:

1, the applicant shall apply to the higher education administrative department;

2, the local administrative department of education after accepting the application, in conjunction with the public security, government departments in charge of foreign affairs, the national security department to conduct on-site inspection of the unit.

The main contents of the inspection are: 1) the foreign-related management system of the unit; 2) Whether the life provided for foreign institutions meets the standards; 3) Whether there is a full-time management team; 4) Whether there is a security organization, etc.

3. After passing the inspection by the local education administrative department, it shall be reported to the provincial education administrative department (provincial universities shall be directly inspected by the provincial education administrative department);

4, the provincial administrative department of education twice a year in conjunction with the Foreign Affairs Office of the province, the provincial public security department, the provincial security department to review the annual reporting unit, after examination and approval by the State Administration of Foreign Experts Affairs;

5. The State Administration of Foreign Experts Affairs gave a formal reply. The applicant is officially qualified to employ foreign cultural and educational experts.

All units should conduct annual inspection every year.

Units qualified to employ foreign experts may employ foreign cultural and educational experts on their own. The recruitment procedure is as follows:

1. The employer independently negotiates employment conditions with job seekers from other places, signs employment contracts, and reports them to the local education administrative department (provincial colleges directly report them to the provincial education administrative department).

The conditions provided for foreign teachers are generally:

1) The national minimum wage for foreign teachers is 2,200 yuan per person per month, with no upper limit;

2) provide round-trip international travel expenses or set the maximum amount of one-year contract period (usually set at 7,000 to 8,000 yuan), and provide one-way air tickets for half a year;

3) Provide housing for free. It is generally required to have an independent bedroom, living room, bathroom and bathroom, color TV, air conditioner, Internet phone, refrigerator, washing machine and necessary furniture.

4) In addition, the telephone and water charges shall be subsidized or fully borne;

5) Give a business trip allowance of 2,200 yuan per year;

8) Teaching hours are generally 12 to 16 hours/week;

2, the provincial education administrative department shall give a reply and issue an invitation letter and an expert confirmation letter (some provinces need to apply to the provincial foreign affairs office for these two documents);

3. Send invitations and expert confirmation letters to foreign teachers;

4. Foreign teachers go to the China Embassy and Consulate to apply for work visas. Namely: Z visa or lecture visa, namely: F visa;

5. The foreign teacher determines the date of coming to China, books the air ticket and informs the employer to pick up the plane;

6. Foreign teachers arrive at school.

In addition, due to the tight recruitment time of many employers, many provinces and cities in China can agree that each unit can let foreign teachers apply for tourist visas in China first, and the employer will change the visa prefix for them within one month after entering China.
