The "Opinions" pointed out that police auxiliary personnel are non-people police personnel who are recruited for the society according to the development of social security situation and the actual needs of public security work and provide auxiliary support for the daily operation and police activities of public security organs. We should adhere to the problem orientation, establish the rule of law thinking, straighten out the management system, focus on clarifying post responsibilities, improve the management system and implement occupational security, promote the institutionalization, standardization and rule of law of police auxiliary personnel management, and provide effective human resources protection for safeguarding national security and social stability.

The "Opinions" clarify that according to the division of responsibilities, police auxiliary personnel are divided into civilian auxiliary police and service auxiliary police. The civilian auxiliary police are responsible for assisting the people's police in non-law enforcement positions of public security organs in administrative management, technical support and police support. The service auxiliary police are responsible for assisting the people's police in law enforcement posts of public security organs to carry out law enforcement duties and other service activities. At the same time, the relevant auxiliary work that civilian auxiliary police and service auxiliary police can do is clarified, and the work that police auxiliary personnel are not allowed to do is stipulated. Police auxiliary personnel shall be issued with unified work certificates in accordance with the regulations, and they shall be dressed with certificates. The "Opinions" also clarified the pre-job training and annual regular training system, dress and equipment requirements for police auxiliary personnel, as well as the work-related injury insurance benefits for work-related injuries and the preferential policies for pensions after being approved as martyrs at work.
