First, the reporting conditions

(1) Having studied abroad and obtained a master's degree, having worked abroad for more than five years (with a doctorate, working abroad for three years), being an academic and technical leader in an international discipline and technical field, and being a leading talent with broad market development prospects and high-tech scientific research achievements.

(2) Leading talents who have independent intellectual property rights and invention patents abroad, advanced international technological achievements, can fill domestic gaps, have market potential and carry out industrial production.

(3) Leading the three leading industries of environmental protection, new energy and biology in our city, as well as leading entrepreneurial talents with technology, projects, capital and independent innovation ability in service outsourcing, animation design, cultural creativity and new materials.

Second, the declaration object

(1) Leading talents in science and technology entrepreneurship studying abroad who are currently working overseas;

(2) Returned overseas students who have worked (started businesses) in other parts of China and are interested in starting businesses in Wuxi;

(3) Overseas students who have invested and started businesses in Wuxi since April 2008 15;

(4) Members of Industry-University-Research Cooperation Alliance (Peking University, Tsinghua University, Shanghai Jiaotong University, Fudan University, Tongji University, Nanjing University, Southeast University, China Academy of Sciences, Zhejiang University, Nanjing University of Aeronautics and Astronautics, Nanjing Agricultural University and Nanjing University of Technology) graduated from our city and engaged in R&D work of Fortune Global 500 enterprises in 2008.

Third, the reporting requirements

(a) to declare the "530" plan in Wuxi, but not to declare the talent introduction plans of other cities in that year. The business intention area (county) must be clearly defined when reporting;

(two) the applicant's personal investment shall not be lower than the government support funds;

(three) the applicant must be consistent with the legal representative of the registered enterprise in principle;

(four) after the successful application, the start-up funds obtained by the applicant are used for the scientific research and business activities of the enterprise;

(five) the "530" plan enterprises registered and settled in Wuxi area shall not be declared repeatedly;

(six) after starting a business in tin, the actual working time in tin must be more than half a year each year.

Fourth, support policies.

(1) Recommended (Class A) Project

1. Within 1 month after the venture capital enterprise (company) is registered, our city will give the leading entrepreneurs (each venture capital project) venture capital of 1 10,000 yuan, and the cities (counties) and districts where the venture capital enterprise is registered will be responsible for providing workplaces not less than 100 square meters and not less than/kloc-0.

(2) Recommended (Class B) projects

1. Within 1 month after the venture capital enterprise (company) is registered, our city will give 600,000 yuan to the leading entrepreneurs (each venture capital project) studying abroad. The city (county) and district where the venture capital enterprise is registered shall be responsible for providing a workplace and an apartment of not less than 100 square meter within three years.

2, engaged in science and technology development projects, after demonstration, examination and approval, according to the project investment demand, the city (county), district science and technology venture capital fund to give not less than10.5 million yuan of venture capital.

3. If the technological achievements are used as shares, after evaluation, the technological achievements can be used as shares at a price not less than 30% of the registered capital.

4. Enjoy the preferential policies formulated by the municipal government to introduce overseas high-level talents, such as children entering the park and family placement.

(3) Recommend (Class C) projects

1. Within 1 month after the venture capital enterprise (company) is registered, our city will give 400,000 yuan of venture capital to the leading entrepreneurs (each venture capital project) who have returned from studying abroad. The city (county) and district where the venture capital enterprise is registered shall be responsible for providing a workplace and a housing apartment of not less than 100 square meter within three years.

2, engaged in science and technology development projects, after demonstration, examination and approval, according to the project investment demand, the city (county), district science and technology venture capital fund to give not less than10.5 million yuan of venture capital.

3. If the technological achievements are used as shares, after evaluation, the technological achievements can be used as shares at a price not less than 30% of the registered capital.

(4) Talent recruitment. For the "530" plan enterprises registered in Wuxi, the talent center and talent market under the Municipal Personnel Bureau will provide free talent recruitment services during the incubation period.

(5) For the applicants who come to Wuxi to participate in the project fair, the municipal government will provide round-trip transportation expenses (economy class only) and accommodation expenses during the negotiation in Wuxi.
