How many plastic film packaging bags does China consume a year?

On June 1 day, 2008, China issued a plastic restriction order prohibiting the production, sale and use of plastic shopping bags with a thickness less than 0.025mm nationwide.

By this year, the "plastic limit order" has been issued for ten years. The survey found that shopping malls and supermarkets are strictly enforced, but in the vegetable market, unqualified plastic bags are still repeatedly banned.

The decline in supermarket usage is difficult to eliminate in the vegetable market.

The reporter saw in several large supermarkets in Beijing that the plastic bags used in supermarkets are basically printed with size specifications, and the thickness of plastic bags meets the requirements of the "plastic limit order". Plastic shopping bags also have corresponding prices at checkout.

The reporter also found that many consumers have a strong sense of environmental protection and bring their own shopping bags when they come to the supermarket to shop.

The data shows that from the implementation of the plastic restriction order to 20 16, the use of plastic bags in supermarkets nationwide has generally decreased by more than 2/3, and the cumulative reduction of plastic shopping bags is about10.4 million tons. However, in a small commercial market like the vegetable market, it is still common for individual operators to provide plastic bags free of charge.

The effect will be discounted. The reason is that more express delivery is incremental consumption.

After ten years' efforts, although the "plastic restriction order" has achieved certain results, the effect has gradually weakened due to the superposition of price factors and new demand. At present, we have not obviously felt the reduction of plastic waste and pollution.

In major supermarkets, although the use of plastic bags requires a certain fee, there are still a few young consumers who choose to pay.

It is understood that when the plastic restriction order was issued 10 years ago, the per capita disposable income of urban residents in China was 1578 1 yuan, compared with 36,396 yuan last year, but the price of plastic bags was the same as that of 10 years ago, so the charges for consumers were limited. Now, due to the rise of express delivery, plastic waste has increased.

From 2008 to 20 16, plastic shopping bags were saved in all major retail places in China, with an average of about 8.75 billion bags per year. But now there are more and more express parcels and take-away boxes, which has become a new problem.

According to statistics, in 20 16 years, the national express delivery industry consumed about 147 billion plastic bags, while the three domestic take-out platforms consumed at least 7.3 billion plastic bags a year, which together far exceeded the plastic shopping bags saved every year.

Yang Jiongpeng, general manager of the packaging division of Shuye Environmental Protection Technology Co., Ltd.: I used to make vest plastic bags for supermarkets, but later I stopped production, because with the national plastic limit order, it is required to reduce the use of such bags in the market. Since last year, less than 65438+ billion express bags were made last year, and the annual output this year is about 400 million.

In addition to these problems, the existing paid use actually provides considerable profits for businesses. The reporter learned that the wholesale price of most plastic bags is only a few cents, and the cost of takeaway boxes is less than 1 yuan, far lower than the fees charged by merchants. In a profitable situation, enterprises do not have enough motivation to reduce the use of plastic bags.

Recycling hard-to-limit plastics still needs to start from the front end.

It is also mentioned in the "Plastic Restriction Order" that the recycling level of waste plastics should be improved. But in real life, in the face of a large number of consumed plastic bags and plastic packaging garbage, what can we do to recycle them efficiently?

In a garbage collection station in Dongcheng District, Beijing, every day, there are special staff to collect all kinds of garbage from surrounding communities. However, the proportion of recycled plastic products is very low, only about 9%.

Liu Quan, general manager of Beijing Tianlong Tiantianjie Renewable Resources Recycling Co., Ltd.: Mainly plastic bottles and some oil pots that residents drink. Plastic bags can't be recycled if they are polluted, and some plastic bags have high recycling costs. At present, there are no normal channels for these bags to be consumed, so it is very difficult to recycle them.

It is understood that most plastic bags are printed with recycling signs at the bottom, which can be recycled. However, because residents do not pay attention to garbage classification, it is difficult to recycle, so they can only burn or landfill, which also pollutes the environment. In fact, the focus of international management of plastic bags is to restrict their use. In May this year, the European Union proposed to expand the scope of legislation to "limit plastics" and completely ban plastic tableware. Experts suggest that China should also start with consumer behavior to limit plastic and environmental protection.

Wang Yonggang, Vice President of Recycling Plastics Branch of China Materials Recycling Association: The first one is that ordinary people should first consume less and consume green; The second is reuse; Third, we must advocate recycling, how to make it better recycled, and finally, if it is really not possible, it will be landfilled or burned.
