Regulations of Luoyang Municipality on the Protection and Management of Longmen Grottoes
Longmen Grottoes cultural relics protection and management institutions are specifically responsible for the protection and management of Longmen Grottoes. Article 4 The relevant departments of Luoyang City, such as gardens, public security, land, urban planning, environmental protection, industrial and commercial administration, construction, transportation, water conservancy and tourism, and the county (district) and township (town) people's governments where Longmen Grottoes are located shall, according to their respective functions and duties, cooperate with the municipal cultural relics administrative department to do a good job in the protection and management of Longmen Grottoes. Fifth organs, organizations, enterprises, institutions, other organizations and individuals within the administrative area of Luoyang City have the obligation to protect the Longmen Grottoes.
All units and individuals who visit, visit, inspect or carry out other activities within the protection scope of Longmen Grottoes shall abide by these regulations. Article 6 The protection and maintenance of Longmen Grottoes shall follow the principles of not changing the original state and appearance of cultural relics, scientific protection and rational utilization. Article 7 The Luoyang Municipal People's Government and its cultural relics administrative department shall carefully organize and implement the Longmen Grottoes planning approved by the state. Eighth Longmen Grottoes cultural relics protection and management institutions and their staff should strictly enforce the law, civilized service, strengthen the scientific research of Longmen Grottoes protection technology, and improve the level of Longmen Grottoes protection and management. Article 9 The protection scope of Longmen Grottoes is divided into key protected areas and general protected areas (construction control zones).
Key protected areas: Zhangziling in the east, Erdaoqiaogou in the south, Luo Yi Highway in the west and Meiyaogou in the north; General protected areas: Shimagou in the east, cement plant in the south, Peijiayao in the west and Garden in the north. Article 10 The four boundaries between the Longmen Grottoes key protection area and the general protection area shall be set up with protection signs and boundary markers by the cultural relics administrative department of Luoyang City, and no unit or individual may move or destroy them without authorization. Eleventh Longmen Grottoes key protected areas shall not build buildings and structures unrelated to the protection of Longmen Grottoes, and the existing ones shall be ordered by Luoyang Municipal People's Government to dismantle and move out within a time limit. If it is really necessary to transform and retain it due to special circumstances, it must be approved by the superior cultural relics administrative department and the city planning department.
Due to special needs, the construction of buildings and structures related to the protection of Longmen Grottoes in the key protected areas of Longmen Grottoes shall be approved in accordance with the provisions of the Cultural Relics Protection Law before going through the relevant procedures. Twelfth in the Longmen Grottoes General Protection Area, no facilities that endanger the safety of Longmen Grottoes shall be built, and no buildings or structures whose style, height, anti-seismic law, volume and color are incompatible with the environmental features of Longmen Grottoes shall be built. When building new buildings and structures, the design scheme shall be submitted for approval in accordance with relevant laws and regulations. Thirteenth cultural relics archaeology, institutions of higher learning and other scientific research institutions need to carry out archaeological excavations within the scope of protection of Longmen Grottoes for scientific research, they should obtain the consent of the cultural relics protection and management institutions of Longmen Grottoes, and report for approval in accordance with the provisions of the Cultural Relics Protection Law. Article 14 If filming movies, TV series (films), professional videos or professional photography needs to shoot the outside of Longmen Grottoes and the inside of caves with special protection needs, it shall have the approval documents of the State Department for Cultural Relics Administration, and it shall be conducted under the supervision of the cultural relics protection and management personnel of Longmen Grottoes. Article 15 Anyone who enters Longmen Grottoes for surveying and mapping stone carvings shall be approved by the municipal cultural relics administrative department, submitted to the provincial cultural relics administrative department for approval, and carried out under the supervision of the cultural relics protection and management personnel of Longmen Grottoes. Sixteenth in addition to fire fighting, ambulance and official engineering vehicles, other vehicles are not allowed to enter the west coast of southern yi river, south of Longmen Bridge, north of Shuiman Bridge; All ships are not allowed to enter the water surface between Longmen Bridge and Nankou Shuiman Bridge. Seventeenth in the Longmen Grottoes within the scope of protection, prohibit the following acts:
(a) spitting, urinating and littering in public places;
(2) Dumping garbage and sewage;
(3) Smoking in areas with no smoking signs;
(four) picnics, burning leaves, weeds, garbage, fireworks;
(5) Hunting wild animals and grazing;
(six) unauthorized repair of Longmen Grottoes sculpture;
(seven) graffiti, posting and climbing on cultural relics, scenery and protection facilities;
(8) Advertisements in key protected areas;
(9) Damage to protective facilities;
(10) Building a mausoleum;
(eleven) unauthorized felling of trees and destruction of vegetation;
(twelve) storage of explosives, mountain blasting, excavation and quarrying, kiln burning and other activities that may change the landscape;
(thirteen) other acts that damage cultural relics, scenery and landscape. Eighteenth Longmen Grottoes are prohibited from drilling wells for water within the scope of protection. If it is necessary to dig wells for water because of draught of people and animals, it shall obtain the consent of the municipal administrative department of cultural relics and report to the relevant departments for approval.
All projects that affect the fountain of Longmen Grottoes will be closed or demolished.
