After the great unity movement of the freedom and African-American people's rights movement

Then in 1886, Xing Heng and others launched the Great Unity Movement, which pushed the civil rights movement to a climax again, and the thoughts of Chomin Nakae and Su Demin became more active. The following year, Noue Kaoru's foreign policy based on Europeanization triggered three major events, namely, the White Movement, which also demanded the government to change its foreign policy, freedom of speech and assembly, and reduce the land rent. The government formulated new safety regulations and appointed Otsu as foreign minister to ease the movement. 1889, the Constitution of the Great Japanese Empire was completed. 1890, the government held the first parliamentary election, and the imperial parliament officially opened. Since then, the opposition between the government and political parties has been brought to parliament.

However, the Constitution of the Great Japanese Empire defines the rights of subjects as the "favor right" granted by the emperor to subjects, and limits it within the limits of law in order to achieve a peaceful order. The real success of the freedom and civil rights movement can only be realized after the implementation of the Japanese Constitution, which defines these rights as sacred and inviolable basic human rights. In other words, even the most advanced content in the constitution of the Great Japanese Empire failed to understand the true meaning of the freedom and civil rights movement before the commander-in-chief of the allied forces stationed in Japan.
